the first half under Bolsonaro, 44 indicators worsen and 28 improve:

that most of them regressed in the first six months of Jair Bolsonaro's (PSL )

some point in the first half of 2019 and crossed with data from 2018. Of this
total, 44 worsened, 15 were stable and 28 showed some improvement.
Among the most
deteriorating indicators are education, health and environment. The official
data gathered by the Ministry of Justice indicate improvement in crime rates.
In the economy there is a balance.

Partly due to
the short time frame and partly due to the complexity of the areas addressed,
the indicators do not necessarily depend on federal management. In public
security, for example, the greatest responsibility lies with state governments.
In the economy, several indicators are influenced by a set of actions over the
years that go beyond borders.
there are relevant themes whose variation cannot be measured at this time given
that data are collected at a more elastic frequency, such as school
performance, or disseminated with greater lag, such as inequality figures.
Still under the
limited practical effect of the liberal orientation of the Minister of Economy,
Paulo Guedes , the economic indicators presented equivalence between the data
that got worse and the ones that improved.
Of the 47
economic indicators analyzed, there was a worsening in 20 and an improvement in
20. Another seven remained stable.
In the negative
slice of the data, we highlight the behavior in the area of foreign trade,
industry and household indebtedness.
On the other
hand, there is an improvement in inflation and stock market indices, as well as
a slight increase in employment results in the country.
In taking over
the presidency, Bolsonaro delegated to Guedes the task of adjusting an economy
that was slowly recovering from a recession, with public accounts in critical
condition and a total of 12 million unemployed.
In the early
months of the year, the economy continued without vigor. First-quarter GDP —
the most recent data from the IBGE — fell by 0.2 percent from the previous

the first six months of last year.
general improvement was observed in the behavior of inflation. The main indices
that measure price changes in the Brazilian economy were lower than in the

have not yet had time to feel the effect of the new government. We have a slow
recovery trend that is entering the fourth year," he said.
professor states that there are limitations to the economic recovery on several
fronts. With the spending cap rule, which prevents government spending from
rising above inflation, the public sector is no longer a source of stimulus for
activity. Companies and families are also in a limited position to generate
an attempt to activate the economy, the government announced the release of
withdrawals from the FGTS and Pis / Pasep accounts. The measure has the
potential to put $ 63 billion in the economy.
suggests that the resumption would come faster with a government commitment to
work. "The federal government has thousands of works still to be
completed. It would have to sort out those that are not a failure to complete,
and speed up the Minha Casa Minha Vida program a little," he said.
health, the data were collected based on indicators monitored in Datasus

point to a worsening in the provision of assistance in primary care , an area that
represents the gateway to SUS. An example is the drop in the number of doctors
who work in the basic health units, places that, ideally, should solve up to
80% of cases that come to the system. Before growing, the number of
professionals went from 30 thousand, according to data from June last year, to
26 thousand this year.
experts, the situation is linked to the dismantling of the More Doctors program
. It was estimated by June that there were more than 3,800 empty posts. The
ministry has not provided updated data on vacancies.
indicators also point to warning signs. This is the case of a drop in the
number of community health workers, professionals in charge of providing care
to the population from house to house.
On the other hand, the number of Family Health teams
has increased, although at a much slower rate than in recent years. The system,
however, does not allow to see how many of these teams are complete.
was also a decrease in the number of prenatal and primary care consultations in
the first months of the year. Another impact was an increase in the number of
hospitalizations under the age of five for pneumonia, an indicator that is
linked to the lack of assistance in primary care.
first semester in the area of education was marked by a paralysis of actions
and political turmoil, with disputes between the military, technical and
ideological wings, team changes and even dismissal of minister. In April,
Ricardo Vélez Rodríguez left and Abraham Weintraub arrived .
was an improvement in only 1 out of 12 education-related indicators: MEC was
able to offer more contracts from Fies, the student finance program.
the other hand, there was a drop in the number of research grants and the
depletion of actions for basic education. Federal investments for literacy
scholarships and support for integral education were zeroed.

from early childhood education to graduate. The cuts inspired demonstrations in

measures, almost at the level of government program. It is generic, without
operating guidelines, specific goals," he says, noting also see "much
adherence to the prioritization speech of basic education. "
the environment, a recent crisis focus between Bolsonaro and area technicians,
deforestation in the Amazon increased by 25% in April, May and June 2019
compared to the same period of 2018.
the area of security, data for the first quarter of 2019 show a decrease in
intentional homicides of 22% compared to the same period in 2018. The Ministry
of Justice's Sinesp (National Public Security Information System) records a
drop in all violent crimes. . However, the system does not obey basic criteria
of statistical standardization and, therefore, is the target of distrust of
Sérgio de Lima, president of the Brazilian Public Security Forum, indicates

the international scenario is not a helping factor. According to the

the environmental area, Minister Ricardo Salles (Environment) acknowledges that
there is an increase in deforestation, but has been questioning data and says

to boost the stage and make Brazil a reference in Latin America by 2030.
the proposals, according to the MEC, are the revitalization of comprehensive

Formalizes Endorsement of Eduardo's Appointment to Washington Embassy:
The Brazilian government was informed on
Thursday that the United States has endorsed the appointment of Eduardo

request - as the consultation by Itamaraty is called - was sent in late July to
the US Department of State, which gave Brazil a positive return after about two
weeks. Copies of the agreement followed Washington for international assistance

Ernesto Araújo (Foreign Relations) has been informed of the American
endorsement and now President Jair Bolsonaro must formally nominate his
youngest son for the post.

the request for agrément was treated confidentially among governments to avoid

diplomats believe Eduardo's appointment may facilitate Brazil's relations in

not necessarily include priorities over Brazil. (2019/08/09 - Folha)
Brazil-Paraguay Bilateral Minute on Itaipu - Joint
Note from the Ministry of Foreign Affairs and the Ministry of Mines and Energy
issues related to the Bilateral Act, signed on May 24, 2019, which deals with
the power contracting of the Itaipu Binational Hydroelectric Power Plant, the
Ministries of Foreign Relations, Mines and Energy and Eletrobras clarify:
1. The purpose of the Bilateral Act was to establish a
contract for the sale of energy from Itaipu from 2019 to 2022, guaranteeing the
plant the necessary resources for its operation and, consequently, the
stability of the electricity supply to both countries. In this way, it would
comply with Article XIII of the Treaty of Itaipu, which states that the
countries undertake to contract the full power provided by the binational;
2. It also sought to correct a historical gap in the
contracting of Itaipu energy by Ande (National Electricity Administration).
Considering that Ande's hiring has not kept up with the high growth of its
energy demand, the Bilateral Act has sought to rebalance this relationship, so
that each party pays for the energy it actually consumes;
3. Contrary to what has been disclosed, the entire
negotiation process that resulted in the signing of the Bilateral Act was not
secret. All meetings were attended by representatives of the Ministries of
Foreign Affairs of both countries, Eletrobras, Ande and Itaipu Binacional;
4. It should be noted that the Itaipu Treaty only
allows the sale of energy produced by the plant to Eletrobras and Ande.
Therefore, there is no basis for speculation about the possibility of trading
the energy of the binational plant by any company other than Eletrobras and
5. It should also be noted that the outcome of the
Bilateral Act was the result of consensus between the representatives of both
countries to reach a fair agreement for both parties; and
6. Finally, Brazil continues to dialogue with Paraguay
in order to build solutions that contribute to the correction of any imbalances
related to the contracting of the energy produced. (2019/08/12 - Itamaraty)
