According to the Article 30 of the Act on Promotion of Smart City Development and Industry and other relevant laws of Korea and as part of the '2020 K-City Network: Global Cooperation Program (a government cooperation program designed to offer support for project plan development and training to overseas smart city projects),' MOLIT hereby requests submission of applications for the program.
1. Program Introduction
(Program Name) 2020 K-City Network: Global Cooperation Program
(Summary) Upon request from foreign governments, either central or local, and affiliated entities of such governments that are considering or carrying out smart city projects, Korean government provides a) Project planning assistance such as master planning (M/P), feasibility studies (F/S) or concept planning, and b) Field training in Korea to exchange experience and best practices
(Purpose) The program aims to 1) cooperate to develop smart city projects and 2) share each other's best technologies and practices among partner countries for mutual prosperity
(Amount per project) Up to one billion KRW (0.85million USD)
2. Application and Target projects
(Eligible Applicants) Central governments, local governments, public-sector entities
(Target Projects) Smart city projects including various scopes of planning, development, smart service development, operation and maintenance of cities and services, etc.
a) Smart city development projects: Large-scale, city-level development projects involving development, construction, operation and maintenance of new town, housing complex, industrial complex, etc.
b) Smart solution development projects: Small to mid-scale projects involving development, introduction and operation of smart urban solutions to address various issues afflicting cities like traffic congestion, pollution, etc.
* Studies/planning to update or improve existing smart city projects are eligible for application.
3. Package of the program
(Project planning assistance) Assistance to document crucial project documents, e.g., concept plan, master plan, pre-feasibility study or feasibility study, etc.
- Needed format should be specified in the application
- For each selected project, a consultancy will be appointed through a competitive process and be deployed to address applying country's demands and carry out planning.
(Field Training in Korea) Representatives from applying countries in charge of the target projects will be invited to Korea for training, knowledge exchange, seminars and site visits.
(Follow-up supports) In cases that target projects will be financed under PPP(Public-private partnership) schemes, further supports will be considered for funding with Korea's PIS(Plant, Infrastructure and Smart City) Fund*, or joint investment with international organizations or MDBs.

l Due to budgetary constraints, not all the projects submitted for application may be approved.
