Open Bid Invitation  [Cleaning Service]

1. Description: Cleaning service at Embassy of the Republic of Korea to Ottawa

   * The cleaning service includes minor maintenance and repair tasks as necessary, such as sealing small cracks on staircases, and other small-scale upkeep work required to maintain the safety and appearance of the premises. 

2. Qualification

Tenderers must meet the qualifications for participating in competitive tenders as stipulated in Article 12 of the Enforcement Decree of the Act on Contracts to Which the State is a Party and submit necessary tender documents according to the tendering procedure below. 

Tenderers must hold an official and valid license 

 Tenderers currently undergoing certain legal issues such as liquidation, M&A, selling of company, legal composition, court receivership, etc cannot participate in this tender.

4. Site Survey: To be individually scheduled upon the receipt of registration. (If required)

5. Bidding Result: To be individually informed after Thursday, May 30^st 2025 (this date could be changed according to situations), via email or call

6. Determining a Successful Tenderer

Tenderers who presented prices between -2% and +2% of Budget Price (Expected price) shall be examined according to internal assessment standards in the Embassy of Korea. 

Tenderers who presented price more than 87.995% of the Expected price which will be determined later, AND equal to or less than budget price shall be examined.

  The examination on qualification of tenderers will be based on competency, such as past performance, credit rating. 

 In the event a successful tenderer fails to meet the qualification standard before signing the contract, or decides to forfeit the contract, a tenderer which scored the next highest grade may be granted the contract pending examination. 

7. Construction Budget and Determining a Successful Tenderer

 Budget Price (one-year): CAD($) 44,070 (Incl. Tax) 

According to the Korean Contracts Code, Expected price should be calculated between -2% and +2% of Budget Price, and Tenderers who presented price equal to or more than 87.995% of the Expected price shall be examined.

The examination on qualification of tenderers will be based on Evaluation Criteria: price competency, previous performance and credit rating. 

 The qualified tenderer, who could earn a total score of 85 or higher (Evaluation Criteria), shall be chosen as the winning construction company. If more than two tenderers would earn 85, the tenderer who suggests the lowest bidding price would be the winning construction company.

In the event a successful tenderer fails to meet the qualification standard before signing the contract, or decides to forfeit the contract, a tenderer which scored the next highest grade may be granted the contract pending examination. 

8. Contract Schedule:

 Contract Signing: Within 7 days from the result announcement

• ※If a successful bidder does not sign the contract, a tender bond of 5% of the budget price must be paid to the Embassy according to Articles 37 and 38 of the aforementioned Enforcement Decree. (Appendix 1)

Contract Period: July.1.2025 ~ June. 30. 2027

9. Tender Invalidation:

 A tender submitted by a tenderer that does not meet the abovementioned qualifications will be invalid.

A tender based on forged or counterfeit documents will be invalid. 

10. Others:

All tenderers are obliged to be fully aware of the information specified in the tender invitation. Embassy of the Republic of Korea is not responsible or any issues which may arise from misinterpretation by the tenderer. 

Embassy of the Republic of Korea will uphold transparency and fairness in contracts according to Article 502 of the Act on Contracts to Which the State is a Party. The successful tenderer must sign the Pledge to Implement Integrity Pact as well as the Confidentiality Agreement. (Appendix 4, 5)

Embassy of the Republic of Korea may require a tender bond and contract bond from the successful tenderer according to Articles 37 and 50 of the aforementioned Enforcement Decree. 

In case of any difference of interpretation, the Embassy’s interpretation shall prevail.

Pledge for Fair Contract

I, the undersigned and the official responsible for the contract in question, hereby pledge to comply with the following, pursuant to Article 98-4 of the Government Tender and Contract Execution Standards (Contract Rules) of the Republic of Korea, to ensure fairness and transparency in connection with the execution and performance of the contract between the government and the contractor.

1. I will not solicit any item of value, entertainment or benefits such as employment, or make other unreasonable demands of the contract counterparty.

2.  I will not interfere with the personnel or other management of the contract counterparty or its contracts with third parties.

3. I will not impose any obligations not directly related to the contract or pass our own obligations onto the contract counterparty.

4. I will not restrict the rights of, nor impose any obligation outside the contract on, the contractual counterparty in violation of contract laws, regulations, and rules.

Pledge of Integrity

2.  We will not engage in activities that interfere with fair competition, such as prior consultation on bid prices or bid rigging.

3.  We will not request or receive specific information related to tenders or contracts through arrangement or solicitation that may interfere with the fair performance of duties.

We hereby pledge that we will accept any legal consequences if we violate any of the above pledges, including, but not limited to, cancellation of the relevant tender or successful bid, and/or cancellation or termination of a contract, and that we will not claim damages from, or file any complaint, whether civil or criminal, against the Embassy of Korea, in connection with any action that may be taken by the Embassy of Korea, such as restrictions on the qualifications for participation in tenders or reporting to the Fair Trade Commission under the relevant laws.
