1. Foreign Minister Yu Myung-hwan held a meeting with his Russian counterpart Sergey V. Lavrov at 10:10-
10:55, November 15, on the sidelines of the APEC Summit in Singapore. In the meeting, the two Ministers
exchanged views on major issues of mutual interest such as Korea-Russia relations and the North Korean
nuclear issue.

2. The two Foreign Ministers noted with satisfaction the vitalization of high-level officials’ exchange seen
this year and smooth progress in substantive bilateral cooperation, including the construction of a logistics
complex in Russia’s Far East, the import of natural gas from Russia and cooperation in the fisheries field.
They then agreed to work toward the success of diverse events in commemoration of the 20th anniversary
of the establishment of Korea-Russia diplomatic relations in 2010 with a view to further enhancing mutual
understanding and trust between the peoples of the two countries.

3. Exchanging views on the pending North Korean nuclear issues, the two Foreign Ministers agreed to
make joint diplomatic efforts aimed at North Korea’s prompt return to the Six-party Talks, while continuing
faithful implementation of UN Security Council Resolutions. Furthermore, sharing the view on the need for
comprehensive approaches to address the North Korean nuclear issue down the road, the two countries
agreed to maintain close consultations with the other countries concerned.

4. The meeting is seen to have contributed to further substantializing the Korea-Russia strategic
cooperative partnership forged during President Lee Myung-bak’s visit to Russia in September 2008.
