Applying for Quarantine Exemption Certificate



Due to new variant of COVID-19 virus Quarantine Exemption is suspended temporarily from 5/Jan/2021 to 23/August 2021. This suspension can be extended.



The Government of Republic of Korea wishes to remind all inbound personnel, with the exception of "A" category visa holders (A-1, A-2, A-3) and transit passengers*, of the 14-day quarantine measures, either at a place of self-quarantine or designated facility.

※ (Transit Passengers Defined) Those staying in the post-security zone of the airport of arrival with connecting flight from the same airport to a third country within 24 hours. May not seek to leave the post-security zone for any reason, including to pick-up and re-check luggage, as the movement would constitute entry into Korea, by leaving the post-security area.

 

The measures may be waived when a person enters Korea with an Isolation Exemption Certificate (IEC) for either a humanitarian or business-related matters that is recognized and approved by the sector-related central government agency. Even when a person is in possession of the exemption certificate, a COVID-19 diagnostic test will be performed at the facility designated by the government near the airport, and if found positive, the IEC will be revoked and the person will be transported for treatment.

(1) (For Humanitarian Purposes, from July 1st 2021) Visiting Direct family living in Korea.

[Eligibility]
1. The applicant should visit their spouse or their immediate family (e.g. grandparents, parents, sons, and daughters) or the immediate family of their spouse (e.g. parents in law) in Korea.
  - Visiting siblings, uncles, and aunts are not eligible.


2. The applicant should complete the both COVID-19 vaccinations in the same country(only in the Netherlands) if the dose is 2 and 2 weeks since the last dose should have passed before travelling.
  - Only vaccines that are approved by WHO such as Moderna, Phizer, Yansen, etc are acceptable.
  - If the applicant gets the first dose in one country and second dose in another country, it is not acceptable.
  - You are eligible to apply for a quarantine exemption certificate on the 15th day once all the required doses have been administered. (e.g. If your second dose is August 5st, you may apply for a quarantine exemption certificate starting from August 20th. PLUS 15 Rule) (You can submit your application after you are fully-vaccinated.)
  - Children younger than 6 years old (6 years and older are not included on the day of submission) are eligible to apply for a quarantine exemption certificate though they are not vaccinated if they are applying for it with their parent(s). And parent(s) must get the QEC for their children's QEC.
  - Children older than 6 years old are eligible to apply for a quarantine exemption certificate as long as they are fully vaccinated.


[Required documents] : 7 + 1 (resident with plane ticket departing from other region)
1. Copy of valid passport of the applicant

2. Quarantine Exemption Application (attached)

  - Please check “Fully Vaccinated Overseas” on the top left.
  - Please check “agree” in the middle and do not forget to put your name and signature.

  - The "status of stay" is for VISA type that you have. If you don't have KOREAN VISA and just visit your family within 90 days, you can write down "B-1" which means VISA Waiver program. From Sep. 1st, you must get ETA from Korean Gov.

3. Agreement to the Terms and Conditions (attached)
  - Please check “agree” on the bottom and do not forget to put your name and signature.

4. Pledge of Authenticity (attached)
  - Please check “agree” on the bottom and do not forget to put your name and signature.

5. Copy of your Vaccination proof of the applicant

  - Official doc needed. No vaccination passport, but Registratiekaart from GGD(handwriting cannot be accepted) or corona bewijs or mijn vaccinatie is possible. 1 doc is enough.

6. Government-issued document to prove family relationship with the immediate family member that the applicant is visiting

  - e.g. Korean family relationship certificate (가족관계증명서), Korean family registry document (제적등본), Dutch birth/ marriage certificate, etc. Every documents must be issued within 90 days of your quarantine exemption application date.

  - If your family relationship certificate(가족관계증명서) does not exist due to the fact that your Korean nationality loss report was completed before 2008, you must submit your family census registry(제적등본) along with your direct family's family relationship certificate(가족관계증명서).

  - If the immediate family member in Korea that the applicant visits is a foreigner, then the applicant must submit a copy of their immediate family’s Korean residence card (거소증) front and back page or Korean alien registration card (외국인등록증) front and back page. If your immediate family is visiting Korea short-term (less than 90 days) or staying illegally, you CANNOT get a quarantine exemption certificate.

  - Remarriage : If you want to visit the new spouse (step parent) of your birth parent, you are qualified to apply for quarantine exemption as long as you were adopted to the step parent and have the government-issued document such as family relationship certificate(가족관계증명서) where you can prove the relationship between you and your step parent. Also, the same rule applies when you want to visit a son/daughter of your new spouse.

  - Adoptee : You can prove your family relationship only with 'adoption relationship certificate(입양관계증명서)' or 'Biological family relationship certificate(친가족관계확인서)', if it's not available, family census regsitry(제적등본).

7. Flight itinerary (we need your name, airports, and dates on it.)
- Confirmed flight ticket including reserver's name would be accepted.


(2) (For Humanitarian Purposes) Limited to Death of Close Family Member*. Death Certificate, Family Relations Certificate or other government-issued documents that demonstrates such family relations between the applicant and the deceased.
※ The purpose for medical treatment is not applicable.
※ (Close Family Member Defined) Parents, (Great) Grandparents (either parent's side), Siblings. (Visiting Direct Family relations*) Starting from July 1st 2021.


(3) (For Business Purposes*) : Central Government Agency-issued document inviting the personnel.

※ (Business Purposes) Inviting company or organization in Korea should contact the central government agency in connection of the field of business. The central government agency, if determined appropriate, should submit a government memorandum to the Ministry of Foreign Affairs, which will in turn instruct a foreign mission to issue the IEC, via diplomatic cable.

The Government of the Republic of Korea also wishes to remind all inbound personnel that (1) COVID-19 related public health control measures may change at its sole discretion, and (2) if so authorized to enter Korea, any and all inbound personnel's movements, including those with IEC, may be actively monitored and/or questioned for the duration of 14 days. Violators of the measures, such as personnel leaving the place of quarantine for unauthorized reasons, are subject to punishment, up to and including imprisonment and/or deportation in the case of foreign nationals.
