□ 향정신성약물 반입·복용 규정

ㅇ 금지 약품 : 총 29개 약물

ㅇ 금지 약품 이외의 약물은 진료보고서 또는 처방전을 지참하여 정해진 수량만큼만 소지 가능

※ 수면제(narcotics)·정신작용제(psychoactive substances)는 30일치, 향정신성물질(psychotropic substance)은 2개월치까지 허용

- 부족한 경우 카타르 현지 의사의 처방을 받아 초과분만큼만 수령 및 복용 가능하며, 잔여물은 전량 폐기

- 치료 목적외 사용은 엄격하게 금지

□ 기타 행정 사항

ㅇ 통관 요청은 카타르 보건부(Ministry Of Public Health, MOPH)로 제출

ㅇ 허가·금지 의약품 목록은 MOPH 홈페이지를 통해 확인 가능

카타르 보건 당국 발표사항

1. 국제적으로 또는 현지에서 사용이 허용되지 않은 의약품을 복용하는 것은 금지된다.

It is prohibited to release drugs and substances whose use is banned internationally and locally.

2. 마약류 및 위험 향정신성 물질의 통제 및 규제에 관한 법률 제9호 부칙 1의 부칙 A와 부칙 B에 열거된 약물을 복용하는 것은 금지된다.

It is prohibited to release the drugs listed in Sub schedule A and Sub Schedule B of schedule 1, of Law No. 9 of 1987 on Control and Regulation of Narcotic Drugs and Dangerous Psychotropic Substances'.

3. 통관 요청은 카타르 보건부(MOPH)의 약제관리과(Department Of Pharmacy and Drug Control)에 제출한다.

The request for clearance is submitted to the Department of Pharmacy and Drug Control at the Ministry of Public Health.

4. 카타르에 도착한 환자가 소지하고 있는 의약품은 다음 요건에 따라 복용할 수 있다.

It is permitted to release drugs in the possession of patients arriving in the State of Qatar for personal use in accordance with the following requirements.

ㅇ 환자가 진료받는 보건시설에서 승인한 발급일로부터 6개월 이내의 상세 진료보고서 또는 처방전을 제출하고,

 그 보고서 또는 처방전에는 다음 각 호의 내용이 포함되어야 한다.

Submitting a detailed approved medical report or a prescription approved by the health facility where the patient is treated, provided that no more than six months have passed since the date of issuance and that the report or prescription should contain the following information.

1. 환자의 이름, 나이 및 기타 정보를 포함한 개인 정보

Personal information of the patient including name, age and any other information

2. 의학적 진단서 Medical Diagnosis

3. 치료계획 및 기간 Treatment plan and duration

4. 의학적 권장사항 Medical recommendation

5. 과학용 의약품의 명칭, 의약품 형태, 처방 용량, 소요량

The name of the scientific drug, the pharmaceutical form, the prescribed dose, the required quantity

6. 진료보고서 또는 처방전에 명확히 표시된 보건시설의 직인

Stamp of the health facility clearly shown on the medical report or prescription

7. 진료보고서 또는 처방전은 소 및 연락처가 기재되어 있어야 한다.

The medical report or prescription should be on the health facility letterhead containing the address and contact numbers.

ㅇ 오로지 환자의 병을 치료하기 위한 목적으로만 사용하겠다는 확약

An undertaking to limit the use of treatment to the patient only and at his own risk

ㅇ 환자의 여권 사본 제출

Submitting a copy of the patients passport

5. 최대 30일치의 수면제와 정신작용성 물품이 허용된다.

An amount of narcotic and psychoactive substances sufficient for a maximum of thirty days or the duration of the patients stay in the State of Qatar, whichever is shorter, is allowed, provided that

the drug is valid during the duration of stay.

6. 최대 2개월치의 향정신성 물질이 허용되며, 이 약은 체류 기간 동안만 유효하다.

An amount of psychotropic substances sufficient for a maximum of two months is allowed, provided that the drug is valid during the duration of stay.

7. 환자가 카타르에 있는 동안 허용 가능한 양이 부족할 경우 면허가 있는 의사에게 진찰을 받아야 한다.

In the event that permissible amount runs out while the patient is stillin Qatar, they should see a licensed doctor.

8. 치료 의사가 환자가 동일한 의약품을 계속 복용해야 한다는 것을 확인한 경우, 의료 파일은 동일한

 의료시설에서 열어야 하며, 동일한 시설에서 승인한 처방전으로 적절한 의약품을 처방해야 한다. 만약

 의약품이 필요한 기간 동안 지역 약국에서 구매 가능하다면 의약품은 카타르 내의 약국에서 제공될 수 있다.

 환자는 자신의 의료 상태에 따라서 의약품을 얻기 위해 동일한 의료 시설을 계속 방문할 수 있다.

In the event that the treating physician confirms that the patient needs to continue on the same medication, medical file shall be opened in the samel healthcare facility, the appropriate medicine

shall be prescribed with a prescription approved by the same facility and the drug shall be dispensed from a pharmacy in the State of Qatar if the drug is available at local pharmacies for the required period. The patient shall continue to visit the same healthcare facility to obtain the medication as his medical condition requires.

9. 환자가 치료를 받는 보건의료시설에서 해당 의약품이나 대체품을 현지 시장에서 구할 수 없는 경우 보건부

 약제관리과 승인을 받아 의약품 유통업체 중 한 곳을 통해 이 의약품을 제공할 수 있다.

In the event that the drug or its alternative is not available in the local market, the healthcare facility, where the patient receives treatment, can provide this medication through one of the distributors of medicines after obtaining the approval of the Department of Pharmacy and Drug Control at the Ministry of Public Health.

10. 의약품이 주사 형태인 경우, 그 복용에 대한 승인은 환자의 이름으로 지역 의료시설의 감독 하에 이루어져야

 하며, 이 의약품은 개인사용을 위해 의료 시설 기록에 등록되어야 한다.

lf the drug is in the form of injections, the approval for its release shall be done under the supervision of a local healthcare facility in the name of the patient and shall be registered in the

records of the healthcare facility for personal use according to the system in force for these drugs.

11. 복용해야 할 의약품의 양이 환자의 필요량을 초과할 경우, 남은 양은 보건부 약제관리과에서 폐기한다.

If the amount of medicine required to be released exceeds the patient's need, the remaining amount shall be destroyed by the Department of Pharmacy Pharmacy and Drug Control at the Ministry of Public Health.

12. 카타르에서 출국하는 환자는 최대 3개월까지 충분한 양을 소지할 수 있다.

Patients departing from the State of Qatar shall be treated as incoming patients in accordance with paragraphs (1), (2), (3) and (4) above and in an amount sufficient for a maximum of three months.

13. 의약품이 환자의 소유가 아닌 친족(아버지, 어머니, 형제, 남편, 아내) 중 한 사람의 소유인 경우

 신분증명서 사본을 휴대하되, 대리인이 소유하고 있는 경우에는 환자의 허가서를 대리인의 신분증명서 사본

 옆에 첨부하여야 한다.

If the medicines are not in the possession of the patient, and it is in the possession of one of his relatives (father, mother, brothers, husband, wife), a copy of the identity proof of his ID shall be taken, but if they are in the possession of a person acting on his behalf, an authorization from the patient must be attached to that person, beside a copy of the proof of identity to the authorization.

14. 정부기관의 임무를 수행중인 환자에 한하여, 소지하고 있는 마약류와 위험한 정신작용제 및 

향정신성의약품에 관하여는 다음과 같이 처리한다.

Regarding narcotic drugs, dangerous psychoactive substances, and psychotropic drugs in the possession of missions and offcial government agencies only for the use of patients associated with the mission, they are treated according to the following.

ㅇ 해당 의약품에 대한 허가요구서는 마약류, 위험한 향정신성물질 및 정신작용제의 보관책임자 또는 환자가

 속한 부서의 공관장의 이름을 기재하여 보건부 약제관리부서에 제출하여야 한다. 만약 없다면, 관리 소재는

 임무 수행에 동행하는 의사의 명의로 해야 한다.

A request for clearance of these drugs shall be submitted to the Department of Pharmacy and Drug Control at the Ministry of Public Health, indicating the name of the head of the mission or the person responsible for the custody of narcotic drugs, dangerous psychotropic substances, and psychoactive drugs. And if there is none, the custody shall be in the name of the doctor accompanying the mission.

ㅇ 임무수행중인 국가의 관할 보건당국이 승인한 필수 의약품의 명세서에는 마약류, 위험한 향정신성 물질 및

 정신적 효과가 있는 약물의 학명, 의약품 형태, 농도, 용량 및 필요한 양이 기재되어 있어야 한다.

또, 해당 약물의 반입은 오로지 항공운송을 통해서만 가능하다.

A Statement of the required medicines approved by the competent health authority of the country to which the mission belongs, including the scientific name of narcotic drugs, dangerous psychotropic substances and drugs with psychological effect, pharmaceutical form, concentration, volume, and quantity required, provided that the import of those drug is by air transport only.

ㅇ 이러한 의약품의 사용을 임무수행중인 구성원에게만 한정하고, 어떠한 수단으로도 판매 또는 폐기하지

 않으며, 잔여물, 파손 또는 사용된 것 및 모든 포장을 사절단과 함께 반환하고, 떠나기 전에 비용 및 지출

 사유, 잔존 및 손상 명세서를 보건부의 약제관리과에 반환하고 제출한다.

An undertaking to limit the use of these medicines to the members of the mission only and at their own risk, and not to be sold of disposed of by any means whatsoever and to return the remainder, damaged or used and allpackages with the mission upon their return and to submit a statement of the

expense and the reason for the disbursement, residual and damaged before the mission leaves the country to the Department of Pharmacy and Drug Control at the Ministry of Public Health.

ㅇ 신청서가 승인되면, 허가증이 발급된다.

Upon approval of the application, the clearance license is issued.
