 [NON-VTL]Quarantine Exemption Application For Individuals Who Are Fully Vaccinated in Singapore (Suspended from 03 Dec 2021 till 03 February 2022)


 IMPORTANT NOTE:

▷Please note that this page is meant for applicants who are fully vaccinated in Singapore and who wish to apply for quarantine exemption to enter Korea for humanitarian reasons (i.e visitation of immediate family member or attend funeral of immediate family member).


▷Quarantine exemption applications based on important business purpose and academic/public interest purpose must be submitted to the relevant government agencies in Korea by the Korean inviter.


▷ The Korean inviter may contact Business Travel Support Centre at www.btsc.or.kr, +82-1566-8110 for details.

1. Who is eligible to apply

   

    ​○ A person who intends to enter Korea for humanitarian reasons (i.e visitation of immediate family member or attend funeral of immediate family member) 2 weeks after receiving all the recommended inoculations of vaccines that have been authorized for emergency use by the World Health Organisation in the same country (i.e Pfizer, Moderna, Janssen, AstraZeneca, Covishield, Sinopharm, Sinovac).

        ※ Immediate family member refers to lineal descendants (i.e grandparents, parents, children), spouse and spouse's lineal descendants. 


    ○ If the person completed vaccination on 01 August, he/she is eligible to apply for quarantine exemption from 16 August onwards.

    ○ If the person is fully vaccinated in country A, he/she may only apply for quarantine exemption in country A.

 

    ○ Accompanying children below age of 6 who are unvaccinated may also apply for quarantine exemption. 


   ○ You may depart from country B to Korea with a quarantine exemption certificate issued in country A so long as country B is not in KDCA's list of countries / territories / regions with high COVID-19 variants. The list is updated monthly by Korea Disease Control and Prevention Agency (KDCA). Please see attachment for October 2021's list. 


2. Check if you have a valid K-ETA, Visa or APEC card (applicable to foreigners only)


    ⓐ APEC card holders may enter Korea without visa or K-ETA.

    ⓑ Nationals from countries eligible for K-ETA may apply for K-ETA instead.

    ⓒ Apply for a visa if you are not eligible to apply for K-ETA 


3. How to apply

 

    ○ Korean nationals may submit online at 영사민원24 링크 or over the counters at the Embassy.

    ○ Foreigners may submit online at Consular Services 24 website (click) or over the counters at the Embassy. Please refer to attachment for the step-by-step guide on application.

       ※ Online application for foreigners will be made available on 05 October 2021, 2pm (KST).

       ※ If you are vaccinated outside Singapore, please contact the Korean Embassy in the country where you received your vaccination.


4. When to apply and processing time


    ○ Applicants are encouraged to apply for quarantine exemption at least 2 weeks prior to intended travel date.


    ○ Processing time for visitation of immediate family member: 3 to 5 working days (subjected to changes)


    ○ Processing time for attending funeral of immediate family member: same day collection or 1 working day (depending on flight schedule).


    ○ Quarantine Exemption Certificate is valid for one (1) month upon issuance. If the certificate is issued on 01 September, it will be valid for use till 30 September. If the flight schedule is changed, the applicant may enter Korea with the same Quarantine Exemption Certificate so long as the certificate is still valid.



5. Documents required


 Visit immediate family member (Suspended from 03 Dec 2021 till further notice)

  1.  (Fully-Vaccinated) Quarantine Exemption Application Form 

    ※ Under "Status of Stay", please indicate clearly the type of visa you possess (i.e C-3-1, F-6, F-4, C-3-4)

    ※ For APEC: please indicate "C-3-4"

    ※ For K-ETA: please indicate the visa type as listed on your K-ETA approval letter.

    ※ Please ensure you indicate the correct visa type. The Quarantine Exemption Certificate may be invalidated if the status of stay does not match your visa.

  2. Passport

  3. Family relations certificate

    o If the person you are visiting is a Korean national:

    ​   - Family relations certificate (가족관계증명서)
         ※ must be issued within recent 3 months

    o If the person you are visiting is a foreigner:
​       - Official family relations certificate (birth certificate, marriage certificate) to prove relationship between applicant and immediate family member staying in Korea (apostille may be required)
       - Copy of Alien Registration Card (front & back)
       - Certificate of Alien Registration (외국인등록 사실증명) issued within recent 3 months

 4. Vaccination Certificate (choose one below)
      
- Digitally authenticated vaccination certificate obtained from 
https://www.notarise.gov.sg ​(Singpass required)

      - Vaccination certificate issued by MOH or vaccination centre. 


Attend funeral of immediate family member

※ Consequences for not having a negative COVID-19 test result issued within 72 hours of departure:

     ○ Foreigners and Koreans: Will be denied boarding at departure airport (w.e.f 15 July 2021)

※ Consequences for not taking a PCR test within 6-7 days of entry and submitting it to relevant government agency that is responsible for traveller's place of residence:

     ○ The quarantine exemption will be terminated and the traveller will be subjected to immediate quarantine.


7. How to receive the Quarantine Exemption Certificate


    ○ The Quarantine Exemption Certificate will be issued via email (to the same email address provided by the applicant in the application form).


    ○ The applicant is required to print out four (4) copies of the certificate and carry it to Korea (① Own possession, ② Submission to quarantine officials, ③ Submission to immigration officers, ④ Submission to temporary facility while waiting for PCR test result).


8. Quarantine exemption application under important business purpose


    ○ The inviting company in Korea may contact Business Travel Support Centre at www.btsc.or.kr, +82-1566-8110 for details.


    ○ Once the application is approved, the applicant would receive the Quarantine Exemption Certificate by email either directly from the approving Ministry or from the Embassy. No action is required from the applicant to receive the certificate from the Embassy. The Embassy may take 3 to 5 working days to issue the certificate (subjected to changes).


    ○ Similarly, Quarantine Exemption Certificate is valid for one (1) month upon issuance. If the flight schedule is changed, the applicant may enter Korea with the same Quarantine Exemption Certificate so long as the certificate is still valid.


    ○ Refer to #6. PCR test requirement listed above to check when you should take your PCR tests.


9. Quarantine exemption under academic/public interest purpose 


     The company in Korea is required to contact the relevant Ministry for details.


     ○ Not meant for travellers entering Korea for short-term or long-term study (i.e D-2 or D-4 visa holders)
