Urgent Open Bid Invitation: International Forum on Global Citizenship Education

* This bid is an open bid invitation conducted through negotiation in accordance with Article 43 of the Enforcement Decree of the 「Act on Contracts to Which the State is a Party of the Republic of Korea」

1. Description

a. Project Title: International Forum on Global Citizenship Education

b. Purpose: Bring together key decision-makers and knowledge experts to exchange opinions, share best-practice examples of global citizenship in action and present a path forward.

- Provide a platform where various stakeholders can meet and discuss key issues of global citizenship

- Exchange on successes and challenges in Global Citizenship Education

- Showcase best practice action globally with examples from across the world

- Build on the results of the 2022 UN Transformative Education Summit and UNESCO’s work on SDG 4.7

- Highlight the Republic of Korea’s achievements of SDG 4.7

c. Main Task: Organize International Forum on Global Citizenship Education

- Conduct all the necessary work to organize a forum, focusing on topics related to global citizenship, inviting key decision-makers and experts.

d. Project Period: To commence from the day of the bidding result announcement until the year-end

2. Qualifications

a. Type: Vienna-based think-tank, academic, research institution or association with proven expertise and experience to conduct tasks written above

3. Bidding

a. Base Amount: Approximately 150,000 USD

b. Registration Period: April 29 to May 6, 2024

c. Submission Method: Documents should be received by 17:00 CET on May 6, 2024 via e-mail only (hyeseung.jung@mofa.go.kr)

d. Required Documents:

- Bidding Registration (attached form) and Confirmation Note

- Project Plan Proposal (Maximum 10 pages): Detailed program of the Forum, Plan of outreach, Tentative budget (Quote)

- Brief Portfolio (Information of organizing capabilities and past performances)

4. Bidding Deposit

a. Businesses should pay a bidding deposit, 5% of the total amount by check, for authenticity affirmation. The Korean Embassy retains the entire deposit if the bid winner chooses not to sign a contract. (Decree Article 37, 38)

b. The Korean Embassy returns the bidding deposit after the announcement of the winning bid.

5. Bidding Result: Announcement of the result will be made to the winner by contacting individually via e-mail or call after May 6, 2024

6. Bidding Decisions: The Korean Embassy selects the winning bid through open competitive method, where each proposals will be evaluated under the following criteria.

7. Bidding Invalidation

a. Applicants that do not meet the stated qualifications are not considered for this Project.

b. Applications with insufficient, forged and counterfeit documents are not considered. (Decree Article 76),

8. Contract Process

a. Contract Signing: Within 14 days from the result announcement

b. Contractee should pay contract deposit, 10% of the total amount in check for contract affirmation, but in exceptional cases such as the established practice in Austria, can sign the Memorandum of Contract Deposit Payment. The Korean Embassy retains the entire deposit if Contractee initiates the cancellation of the contract.

c. Contractee must sign the Standard Contract of the Korean Embassy, Pledge to Implement Integrity Pact, and the Confidentiality Agreement.

d. Any difference of interpretation on this open bid notice would follow the interpretation of the Korean Embassy.
