The 11th Conference of States Parties (CSP11) to the Arms Trade Treaty (ATT) (25-29 Aug. 2025)

□ The 11th Conference of States Parties (CSP11) to the Arms Trade Treaty (ATT) is underway in Geneva 

     from 25 to 29 August 2025. This year’s CSP, chaired by Ambassador Carlos FORADORI of Argentina, 

     focuses on the theme of “Universalization as a Priority.” Participants are discussing various initiatives 

     to advance the implementation and effectiveness of the Treaty, including the United Kingdom’s proposal 

     to establish a five-year ATT strategy, following its leadership in the political declaration 

     marking the 10th anniversary of the Treaty’s entry into force at last year’s CSP10.


□ Ambassador Si-jin SONG, Head of the Delegation of the Republic of Korea (ROK) to the ATT, 

     participated in the thematic discussion on “Universalization as a Priority,” where he provided the ROK’s comments

     on the Chair’s agenda and recommendations and highlighted the ROK’s efforts to promote the Treaty 

     in the Asia-Pacific region, where the rate of membership remains low, particularly in its capacity as CSP9 President 

     and CSP11 Vice President. In his keynote speech, Ambassador Song assessed the achievements of the ATT 

     and stressed the need for the full and effective implementation of the Treaty in light of the ongoing 

     illicit arms transfers and diversions which have undermined humanitarian principles and fueled violence and conflict.


   ㅇ During the CSP11 cycle, the ROK is serving as the Vice President representing the Asia-Pacific region 

       as well as a Member of the Selection Committee for the Voluntary Trust Fund (VTF), while actively participating 

       in the CSP11 discussions.
