Nationals of visa waiver countries and designated visa-free countries must obtain K-ETA (Electronic Travel Authorization) before entering The Republic of Korea as long as the purpose of their visit is tourism or temporary visit up to 90 days - this is the only way to go to KOREA without a VISA.
(There are [temporary] K-ETA exempt countries among the visa waiver countries and visa-free countries mentioned above. If your country is exempt from K-ETA requirement, there will be a pop up screen during your application process that your country is exempt from K-ETA. Please check by going through the application process at k-eta.go.kr)
Aside from the above case one must apply for the relevant visa that they require, if they want to engage in employment/profitable activity/study and etc. ☞ K-ETA(click)
