Quarantine Exemption for Short-Term Foreign Visitors to the Republic of Korea

In order to combat the COVID-19 pandemic, the Republic of Korea will require a mandatory 14-day self-quarantine for all travelers entering Korea at either their place of residence or a government-designated isolation facility, effective April 1, 2020. This mandatory self-quarantine will apply to everyone, regardless of nationality, except the short-term foreign visitors who are issued with an “Isolation Exemption Certificate” from the ROK Embassy or Consulate General prior to the trip.  

 

      The maximum periods for the quarantine exemption are 14 days. If your exemption period is less than those periods, you must either be quarantined for a total of 14 days (including exemption period) in your own place or in a government-designated facility (required to pay up to KRW 150,000 a day) or leave the country.

 

[Important Business Purpose Visitors]

Applicants for the quarantine exemption certificate must visit Korea with B-1(visa exempt), B-2(no visa), C-1, C-3, C-4, D-7, D-8, D-9, E-7, F-4, F-5, or F-6 visa.

The Korean Consulate in New York may issue quarantine exemption certificates only after we receive an official request document from the Governmental Department in Korea such as MOTIE (Ministry of Trade, Industry, and Energy), MSS (Ministry of SMEs and Startups), etc.

Before you submit the exemption certificates application, please confirm your quarantine exemption approval by email (newyork@mofa.go.kr).

 

Required Documents are followed.
※ It may be helpful(easier) that the partner company (Inviting company) in Korea to apply.

1. Quarantine Exemption Application with Itinerary for Quarantine Exemption Period (Form-1)
※ The contents should be the same as those submitted to the relevant Korean ministry.

2. Agreement to the Terms and Conditions (Form-2)

3. Copy of Passport

4. Visa Grant Notice (Visa holder except B-1, B-2)

[Humanitarian Purpose Visitors - Immediate Family Death]

The quarantine exemption certificate for humanitarian purpose can be issued only in case of deaths of the immediate family. The maximum period for quarantine exemption is 7 days. Once your exemption period is over, you must either be quarantined for a total of 14 days (including exemption period) in your own place or in a government-designated facility (required to pay up to KRW 150,000 a day) or leave the country.

 

Required Documents are followed.

1. Quarantine Exemption Application with Itinerary for Quarantine Exemption Period (Form-1)

2. Agreement to the Terms and Conditions (Form-2)

3. Death Certificate

4. Documents to prove the relationship between travelers and the deceased: Family relationship certificate, birth certificate, etc.

5. Copy of Passport

6. Flight schedule or airline ticket

7. Proof of stay: hotel reservation confirmation or write an exact address in Korea
If you are staying in your family’s place, you can write the family member’s name, address, relationship with the family member, etc on the application

 

[Entering Korea with the Isolation Exemption Certificate]

When you arrive in Korea with the Quarantine Exemption Certificate, you will be escorted to a separate facility outside of Incheon International Airport for COVID-19 diagnostic testing.

The test result will be available within 24 hours. You must wait in the facility until the results.

 

If the test result is negative, you will be exempt from quarantine. However, you will still be subject to "Active Monitoring,” which includes daily submission of health status information via “Self-Diagnosis App” and answering daily phone calls from health authorities throughout your stay in Korea.

You must follow the itinerary that you wrote in the form “Itinerary for Quarantine Exemption Period” and obey the COVID-19 spread prevention measures mandated by the Korean government.

 

If the test result is positive, you will be moved to a hospital or designated treatment center for treatment/quarantine, regardless of the Quarantine Exemption Certificate.

 

Please note the following:

​     The certificate is valid for one time and only when the person enters the ROK within 7 days following the issuance of the certificate.

     The person will receive a diagnostic test for COVID-19 upon entry into the ROK at a temporary testing site and wait for the result there, which can take up to 24 hours. The person will be exempt from quarantine if tested negative.

     The quarantine exemption certificate must not be issued after entered the ROK.

     The issued quarantine exemption certificates should be printed (3 copies) and submitted to quarantine and immigration officers when entering the ROK.
