on the occasion of the Launching Ceremony

of the ROK-Pacific Islands Trade and Tourism Promotion Project

Your Excellency Andrew Yamanea, Ambassador of the Independent State of Papua New Guinea,

Your Excellency Peniana Lalabalavu, Ambassador of the Republic of Fiji,

Ms. Sonja Hunter, Chairperson of the South Pacific Tourism Organisation,

Mr. Hong Kwang-hee, President of the Korea Importers Association,

Representatives from trade and tourism sectors in the Pacific Island countries and Korea,

Distinguished members of the diplomatic corps in Korea,

Distinguished Guests,

Ladies and Gentlemen,

Good evening,

I am honored to host this meaningful event at the Official Residence of the Minister of Foreign Affairs of the Republic of Korea. Thank you to all of you, especially distinguished guests from business circles and tourism authorities of the Pacific Island countries. You have travelled all the way to Seoul to attend this event.  I welcome you with my heart. By this time of the year you should be able to notice a sign of spring in the garden. Cold air is still lingering around, however, resisting the arrival of the spring season. 

Now, we are standing at the starting line of the “Korea-Pacific Islands Trade & Tourism Promotion Project.” This project is designed to help consolidate the foundation of the close relations between our two sides. What is the best way to promote relations between countries? You would agree with me that enhancing economic interactions and people-to-people exchanges are the most effective way to do so. In this regard, our project will indeed serve as a catalyst to promote our relations by helping expand trade and promote the movement of people.

I am confident, remembering a Korean saying -- “Well begun is half done,” -- that this project will become successful because so many distinguished guests have gathered here to show their commitment to the objectives of this project.

Distinguished Guests, Ladies and Gentlemen,

It was in 1970, almost a half century ago, that Korea started to establish diplomatic ties with the Pacific Island countries. As Korea set up diplomatic relations with one Pacific Island country after another, our ties made further and further progress. It is a strong wish of the Korean government to remain a true partner to the Pacific Island countries for their socio-economic development.  Korea’s official development program for Pacific Island countries, which began in 1987 with a modest amount of resources, has borne fruits in the fields like fisheries, healthcare, and climate change. The people-to-people exchanges and the volume of trade and investment also have seen steady growth over the years.

Since 2011, the Korea-Pacific Islands Foreign Ministers’ Meetings and Senior Officials’ Meetings have contributed to broadening the horizons of our mutually-beneficial cooperation at the government level. With the first visit by the Korean President to Papua New Guinea last year on the occasion of the APEC summit, I believe the inter-governmental exchanges will be even more facilitated in the years to come.

Ladies and Gentlemen,

Under President Moon’s governing philosophy of “People come first”, people are placed at the very center of the Korean government’s foreign policy. Korea’s foreign policy is pursued through the effort to promote mutual understanding between Koreans and the people of our partner countries.  Korea’s foreign policy is aimed at achieving mutual benefits for Koreans and the people of our partner countries. I am happy to note that today’s project with the aim of promoting trade and tourism between our two regions is pretty much in line with Korea’s foreign policy. 

As for trade, our respective companies, governments and trade agencies will closely interact with each other through business forums, exhibitions and so on. A number of occasions will be arranged to promote the awareness on the part of Korean companies and consumers of the Pacific Island countries’ products, investment environments and market conditions.  The Pacific Island countries will have enhanced chances for sustainable economic growth as more and more Korean companies have business opportunities in the region. President Hong of the Korea Importers Association is here with us. Thank you for joining us this evening. The Korea Importers Association, with its 46 years of experience in the trade sector, will play a major role in helping Korean customers get more familiar with the Pacific Island countries by providing more opportunities for the high-quality products of the Pacific Island countries to be imported to the Korean market.

When it comes to tourism, our travel agencies and airlines together with the South Pacific Tourism Organization will carry out various programs under the sponsorship of this project to promote tourism in the Pacific Island countries. Seminars and fairs will be organized and a variety of tourism guide-books and documentary programs will be provided to the Korean public. The promotion activities will also be conducted online. Social media with travel writers, bloggers and journalists will be engaged in this effort. Now, around 20 thousand Koreans visit Pacific Island countries every year. Korean Air’s direct flight between Incheon and Nadi, which started in 1995, annually carries about 44,500 travellers, acting as a bridge between Korea and all the Pacific Island countries. Let me express my appreciation for this big contribution. Given the rich tourism resources and potential that the Pacific Island countries have, we could be a little more ambitious to dramatically increase the number of Korean travellers to the region. Now 10 Pacific Island countries maintain visa-free regimes for Koreans. This is indeed a good footing. The other 4 Pacific Island countries will join soon, I hope.

On Monday this week, 3 Korean ambassadors stationed in Papua New Guinea, Fiji and New Zealand jointly contributed an article to a local newspaper in Korea, expressing their full commitment to the implementation of today’s project. They expressed their collective wish that Korea and the Pacific Island countries will march together hand in hand on the road leading to a people-centered, mutually beneficial cooperation mechanism oriented toward peace and prosperity. 

Ladies and Gentlemen,

In concluding my remarks, I would like to quote one more Korean saying -- “A thousand mile journey begins with a first small step.” I hope that this project will be a significant first step in Korea’s contribution toward more vibrant and sustainable social and economic development of the Pacific Island countries.

I would like to extend my heartfelt gratitude to many people without whose tireless efforts today’s event could not have been possible – in particular the Embassy of Fiji, the Korea Importers Association, and the South Pacific Tourism Organization.

Once again, thank you all for your presence.  I wish all the guests from the Pacific Islands countries a comfortable stay in Korea. Now, I would like to propose to raise our glasses for the success of this project and the lasting friendship between Korea and the Pacific Island countries.

   안녕하십니까.

   장관 공관에서 뜻깊은 행사를 개최하게 되어 매우 기쁘게 생각합니다. 참석해 주신 모든 분들 특히 먼 거리를 마다 않고 와주신 태도국 기업, 관광청 관계자 여러분께 감사의 말씀을 드리며, 진심으로 환영합니다.
매년 이맘때가 되면 봄기운이 느껴지지만, 봄을 시샘하는 꽃샘추위도 우리를 찾아오는 것 같습니다.

 우리는 지금「한-태도국 무역‧관광 진흥 프로그램」의 출발점에 서 있습니다. 이 프로그램은 양측 관계의 기반을 굳건히 하기 위한 것입니다. 국가간 관계를 증진하기 위한 가장 최선의 방법이 무엇이라고 생각하십니까? 경제협력 확대와 인적교류 증진이라는 데에 동의하실 겁니다. 이러한 점에서,「무역‧관광 진흥 프로그램」은 한-태도국간 물적․인적 교류를 활성화하여 양측 관계 발전에 촉매제 역할을 할 것으로 기대됩니다.   

 한국 속담에 “시작이 반이다.”라는 말이 있는데, 오늘 이렇게 많은 분들이
참석해주셔서 「무역‧관광 진흥 프로그램」에 큰 관심을 보여주시니, 이 프로그램이 반드시 성공할 것이라는 확신이 듭니다.

 내외빈 여러분,

 우리나라가 태도국과 수교를 시작한 것은 약 반세기 전인 1970년이었습니다. 이후 태평양도서국들과 차례로 외교관계가 수립되면서, 양측관계는 계속하여 꾸준히 진전을 이뤄왔습니다. 우리 정부는 태도국이 경제․사회발전을 이뤄나가는 데 있어 진정한 파트너가 되기를 희망합니다. 1987년부터 시작된 우리나라의 對태도국 공적개발원조는 비록 많은 액수는 아니지만 수산, 보건·의료, 기후변화 분야 등에서 결실을 맺어 왔습니다. 양측간 인적교류, 무역·투자도 점진적으로 지난 몇 년간 꾸준히 증가해왔습니다.

  2011년부터는 한-태도국 외교장관회의와 고위관리회의가 정례적으로 개최되면서, 양측은 정부 차원에서 호혜적 협력의 범위를 더욱 넓혀 나가고 있습니다. 작년 APEC 정상회의 계기 한국 대통령의 파푸아뉴기니 첫 방문을 계기로 앞으로 한-태도국간 정부간 교류가 더욱 늘어날 것으로 기대됩니다. 

 내외빈 여러분,

 문재인 정부는 ‘사람이 먼저다.’라는 국정철학 하에 대외 정책의 중심에항상 사람을 놓고 있습니다. 이를 통해 한국과 이웃 국가 국민간의 상호 이해를 증진시키고, 양측 국민이 공동 번영을 달성할 수 있도록 노력하고 있습니다. 이러한 점에서 한-태도국간 관광 및 무역 활성화를 목적으로 하는 이 프로그램은 한국의 대외정책과 일맥상통합니다.

 먼저 무역 분야에 있어서, 이 프로그램을 통해 양측 기업, 정부, 무역 기관들이 비즈니스 포럼, 전시회 등을 통해 긴밀히 교류할 것입니다. 또한, 다양한계기를 통해 한국 기업과 소비자들은 태도국 제품, 투자환경 및 수출시장을 접할 것입니다. 더 많은 우리 기업들이 태도국에 진출하면서 태도국 국민들이 지속가능한 경제발전의 과실을 향유할 수 있게 되기를 바라마지 않습니다. 오늘 이 자리에 홍광희 한국수입협회장님이 함께 해주셨습니다. 무역 분야에 있어 49년의 풍부한 경험을 가진 한국수입협회가 태도국의 고품질 제품들이 한국에 더 많이 수입되어 한국 소비자들이 태도국과 보다 친근해 질 수 있도록 최선을 다 해주기를 바랍니다.

 관광 분야에 있어서는 양측의 여행사, 항공사 그리고 남태평양관광기구가 함께 다양한 사업을 추진해 나가게 됩니다. 세미나와 박람회 등이 개최될 뿐만 아니라, 여행 가이드북, TV 다큐 등도 제작될 예정입니다. 더 나아가, 여행작가와 블로거, 언론인을 활용한 소셜미디어 등 온라인을 통해서도 태도국 관광 홍보가 이뤄집니다. 현재 태도국을 방문하는 우리 국민은 연간 2만명 정도입니다. 1995년 개설된 인천과 나디를 잇는 대한항공 직항은 매년 44,500명의 승객들을 실어 나르면서, 한국과 모든 태도국간의 가교 역할을 훌륭히 하고 있습니다. 이 자리를 빌어 대한항공의 큰 기여에 감사를 드립니다. 모든 태도국이 가진 천혜의 관광자원과 그 잠재력을 감안할 때, 우리는 태도국에 더 많은 한국 국민이 방문할 수 있도록 더 큰 목표를 설정하고자 합니다. 현재 10개의 태도국이 한국인에게 사증면제를 해주고 있는 바, 제도적 기반은 상당히 갖춰져 있다고 봅니다. 나머지 4개의 태도국도 이에 동참해주기를 기대합니다.

   지난 월요일에 주파푸아뉴기니, 주피지, 주뉴질랜드 한국대사 3명이「무역‧관광 진흥 프로그램」에 대한 애정과 관심을 담은 기고문을 공동으로 국내 일간지에 게재했습니다. 또한, 이 기고문에는 한국과 태도국이 평화와 번영을 향한 사람 중심의, 그리고 상호 호혜적 협력의 길로 함께 손잡고 걸어갈 미래에 대한 염원도 담겨 있었습니다. 

 내외빈 여러분,

 한국 속담에 “천릿길도 한 걸음부터”라는 말이 있는데, 이 프로그램을 통한 한국의 기여가 태도국이 더욱 역동적이고 실질적인 경제‧사회 발전을 이뤄나가는 데 있어 의미 있는 첫걸음이 되기를 기대합니다.

 오늘의 행사가 있기까지 많은 분들의 노고가 있었다고 들었습니다. 이 행사를 준비해주신 모든 분들에게, 특히 주한피지대사관, 한국수입협회 그리고 남태평양관광기구 여러분께 깊은 감사의 말씀을 전합니다.
