Congratulatory Speech by H.E. Amb. Mr. Lee Taeho

on the occasion of the Independence and National Day Reception of Bangladesh,

Your Excellency Abida Islam, Ambassador of People’s Republic of Bangladesh to the Republic of Korea,

The Honorable Kim Kisun, Member of the Korean National Assembly and President of the Korea-Bangladesh Parliamentary Friendship Association,

Korean Friends of Bangladesh,

Ambassadors and other distinguished members of the diplomatic corps in Korea,

Distinguished Guests, Ladies and Gentlemen,

Good evening.

It is my distinct honor to be here to celebrate together with you all the 48th Independence Day of Bangladesh. On behalf of the people and government of the Republic of Korea, I would like to extend my heart-felt congratulations to you, Madame Ambassador, on this auspicious day.

Joining this event tonight, I am reminded of the days I worked as a junior diplomat at the Korean Embassy in Bangladesh. It was such a privilege for me and my family to have opportunities to experience Bangladesh’s culture, history and dynamic society.

It was today 48 years ago that Bangladesh’s independence was declared. Having gone through long efforts for self-determination, Koreans know from their hearts the sacrifices that people made to chart their own destiny and the value and joy that these sacrifices brought.

Korea and Bangladesh have some common elements in their history of strife toward independence. One of them is the language. The two countries have successfully preserved their own languages. In fact, the effort to preserve the language during the difficult time rallied people around the cause of independence. Bangladesh’s enthusiasm for their mother tongue is well shown by the Mother Language Day that is observed each year. Korea for its part commemorates its language and writing system, Hangeul, on October 9 every year.

Sharing similar historic experiences, Korea and Bangladesh have built close ties of friendship and cooperation in a wide range of areas for 46 years since the establishment of diplomatic relations.

High-level exchanges between the two governments have steadily continued, including at the level of prime ministers, ministers, high-level officials and lawmakers.

We have strong economic bondage. Our annual trade volume reaches 1.5 billion dollars, and Korean companies have invested about 700 million dollars in Bangladesh so far. Korea is the largest investor in Bangladesh in the textile and clothing industries. Korean companies are increasingly engaged in the infrastructure and energy sectors of Bangladesh.

Meanwhile, some 19,000 Bangladesh people in Korea have been playing a bridging role between our two countries. They are indeed a solid foundation for stable development of our bilateral relations.

Distinguished Guests, Ladies and Gentlemen,

Bangladesh, with the world’s eighth biggest population, has recently seen its economy growing faster than ever. Now the world is paying close attention to Bangladesh’s potential for economic development with its huge market, young population and dynamic society.  As if demonstrating the potential, Bangladesh graduated from its Least Developed Country status as announced by the UN in 2018, achieving an annual economic growth rate of over 6%.

Now the government of Bangladesh is pushing ahead with the 7th Five Year Plan, as part of its ambitious Vision 2021 for raising its economy to another level until 2021, which marks the 50th anniversary of independence. I am confident that Bangladesh’s on-going push toward an economic leap will bear fruits with a better investment environment and infrastructure.

Distinguished Guests, Ladies and Gentlemen,

Korea will remain a true partner of Bangladesh in its effort for economic development.

Our two countries signed the Framework Arrangement for Economic Development Cooperation Fund and opened the EDCF Office in Bangladesh last year, providing a good ground for development cooperation. On this basis, Korea, as a recipient-turned-donor country, will continue to deepen cooperation in education, transportation, water management, health and communications with Bangladesh as a priority partner country.

Efforts to expand our bilateral trade and investment will also be exerted not only in textile and manufacture industries but also in energy, infrastructure, and ICT. Our cooperation will be further strengthened with the signing of the Korea-Bangladesh MOU on ICT Smart Solution, which is currently under consultation.

Our two countries will also increase cooperation in cultural heritage conservation, movies, K-POP and taekwondo. It is my hope that our two peoples will be connected from heart to heart and through this process will bring our two countries even closer in other fields as well.

In closing, I would like to extend my best wishes for the prosperity and happiness of the People of Bangladesh and lasting friendship between our two countries.

내외 귀빈 여러분,

안녕하십니까.

방글라데시의 48주년 독립기념일을 축하하는 오늘 이 자리에 여러분과 함께 하게 되어 매우 영광입니다. 이렇게 경사스러운 날에 한국 정부와 국민을 대신하여 대사님께 진심어린 축하를 전합니다.

오늘 행사에 참여하면서, 저는 방글라데시 한국 대사관에서 신참 외교관으로 근무했던 날들이 떠올랐습니다. 방글라데시에서 근무하면서 방글라데시의 문화와 역사, 역동적인 사회를 경험하는 기회를 가질 수 있었던 것은 저와 제 가족에게는 특별한 경험이었습니다.

48년 전 오늘 방글라데시는 독립을 선언하였습니다. 우리 한국인들은 독립을 위한 오랜 고초를 겪어보았기에 자신의 운명을 스스로 그려내기 위한 희생과 그 희생이 가져온 가치, 그리고 기쁨을 마음으로부터 이해하고 있습니다.

한국과 방글라데시는 독립의 쟁취를 위한 역사 안에서 공통점을 가지고 있습니다. 그 중 하나가 언어입니다. 양국은 고유의 언어를 성공적으로 지켜냈습니다. 힘든 시기에 언어를 보존하기 위한 노력은 독립을 위한 국민 단합의 토대가 되었습니다. 방글라데시의 모국어에 대한 열정은 매년 모국어의 날을 통해서도 잘 나타납니다. 한국은 매년 10월 9일에 우리의 말과 글 체계인 한글을 기리고 있습니다.

한국과 방글라데시는 유사한 역사적 경험을 공유하면서 수교 이후 46년 동안 다양한 분야에서 우호 협력 관계를 구축해왔습니다. 총리, 장관 등 고위인사, 국회의원 등을 포함한 양국 정부간 교류는 꾸준히 이어져 왔습니다.

한국과 방글라데시는 경제적으로도 긴밀한 연대관계에 있습니다. 양국간의 연간 교역액은 15억불에 이르며, 한국 기업들은 방글라데시에 현재까지 7억불 가량을 투자해왔습니다. 한국은 방글라데시 섬유·의류 산업에 가장 큰 투자국이기도 합니다. 또한, 점점 더 많은 한국 기업들이 방글라데시의 인프라와 에너지 분야에 진출하고 있습니다.

한편, 이제까지 19,000여명의 한국 거주 방글라데시인들은 두 나라 사이의 가교 역할을 해왔습니다. 이들은 실로 양국관계의 안정적 발전을 위한 견고한 기초라 할 수 있습니다.

내외 귀빈 여러분,

세계 8위의 인구 대국인 방글라데시는 최근 그 어느 때보다도 빠르게 성장하고 있습니다. 세계는 거대 시장, 젊은 인구와 역동적 사회를 가진 방글라데시의 경제적 잠재력에 주목하고 있습니다. 마치 그의 잠재력을 보여주기라도 하듯, 방글라데시는 연 6%가 넘는 경제 성장률을 달성하면서, 2018년에는 유엔으로부터 최빈개도국 지위의 졸업을 인정받았습니다.

방글라데시 정부는 독립 50주년이 되는 2021년까지 경제를 한 단계 높은 수준으로 끌어올리겠다는 야심찬 「비전 2021」목표를 수립하고, 그 일환으로 「제7차 5개년 계획」을 추진 중에 있습니다. 이와 같은 방글라데시의 경제적 도약을 위한 지속적인 노력이 더 나은 투자 환경과 투자를 위한 기반으로 열매 맺을 것이라 확신합니다.

내외 귀빈 여러분,

한국은 경제 발전을 위한 방글라데시의 노력 속에서 진실한 파트너로서 함께할 것입니다.

양국은 작년 경제개발협력기금(EDCF) 기본약정을 체결하고, 방글라데시에 경제개발협력기금 사무소를 개소하였습니다. 이러한 기초위에, 한국은 수원국에서 공여국으로 성장한 나라이자, 방글라데시의 중점협력국으로서 교육, 교통, 수질관리 및 보건위생, 통신 분야에서 방글라데시와의 협력을 더욱 심화시켜 나갈 것입니다.

양국 간 교역과 투자를 확대하기 위한 노력도 섬유 및 제조업뿐만 아니라 에너지, 인프라 그리고 정보통신기술분야에서도 이루어질 것입니다. 양국간 협력은 현재 논의 중에 있는 「한-방 ICT기반 스마트 솔루션 사업 MOU」 체결을 통해 더욱 공고해질 것입니다.

한국과 방글라데시는 문화재 보존, 영화, K-POP 그리고 태권도 등 분야에서도 협력을 증진시켜 나갈 것입니다. 앞으로 양국 국민들이 마음과 마음으로 연결되고, 이를 통해 여타 분야에서도 양국이 더 가까워질 수 있기를 기대합니다.

끝으로, 방글라데시 국민들의 번영과 행복, 한국과 방글라데시의 영원한 우정을 기원하면서 축사를 마치겠습니다.
