Congratulatory Remarks by H.E. Amb. Lee Taeho,
Vice Minister of Foreign Affairs
On the Occasion of the Reception for the Closing Ceremony
of the Romanian Presidency of the Council of the European Union

Your Excellency Mihai Ciompec, Ambassador of Romania,
Distinguished members of the diplomatic corps in Korea,
Excellencies, Distinguished Guests, Ladies and Gentlemen,

Good Evening!

I am delighted to be here with all of you on this auspicious occasion of the successful conclusion of the Romanian Presidency of the Council of the European Union. I would like to thank you, Ambassador Ciompec, for your kind invitation to this wonderful gathering and extend my heartfelt congratulations on the achievements Romania has made over the past 6 months.

It is my understanding that assuming the Presidency of the Council of the European Union was the first for Romania since it joined the EU in 2007. This Presidency took place during a particularly dynamic period of the European Union, with the EU facing on-going Brexit negotiations, debate regarding the Multi-annual Financial Framework for 2021-2027, the ever-present migration issue, and the elections for the European Parliament in May.

Undaunted, Romania launched its EU Presidency this January under the motto of "Cohesion as a Common European Value” with the purpose of making Europe more united and stronger. During the six-month term of the Presidency, Romania showed tireless leadership in coordinating a countless number of intense discussions, in fact, 1760 meetings according to what we heard just a moment ago from Ambassador Ciompec, on a wide range of political, economic, cultural and global issues.

The culmination of these diplomatic efforts was the informal summit held in Sibiu, on May 9 of this year, where the leaders of the European Union discussed their common future and adopted the Sibiu Declaration specifying 10 commitments to make the EU stronger.  I applaud Romania’s successful and fruitful completion of its first ever EU Presidency.

In addition, I should not forget to mention that during the period of Romania’s Presidency, the strategic partnership between Korea and the EU based on our shared value of democracy, market economy, and human rights has become stronger.

In the political field, the two sides have seen more frequent high-level exchanges, including the Korea-EU Foreign Ministers’ Meeting held in February on the margins of the 2019 Munich Security Conference and the 5th Korea-EU High-Level Political Dialogue held in Seoul in February of this year.

Over the past 6 months, the EU has steadfastly rendered its strong support to Korea’s efforts toward complete denuclearization and permanent peace on the Korean Peninsula while Korea and the EU maintained close coordination on this issue. In particular, the EU’s policy of ‘critical engagement’ is closely in line with my government’s North Korea policy and has contributed greatly to our current effort to keep North Korea at the dialogue table. As a robust partner of Korea, the EU’s continued and solid support for the peace process on the Korean Peninsula remain valuable, and I look forward to close policy coordination with the EU on the North Korean issue.
 

I would also like to note some recent progress on bilateral economic relations. Building on the outcomes of the Korea-EU Summit in 2018, the 1st Policy Dialogue on SMEs was held in Seoul in February 2019.  I greatly value this meeting as it aims to help SMEs to make inroads into Korean and European markets and create quality jobs. I also welcome our common efforts to initiate the High Level Policy Dialogue on ICT and Digital Economy. Further, Korea and the EU have worked together to promote cross-border safe data transfers in the context of the EU’s General Data Protection Regulation.

Finland will take the next Presidency of the EU Council from July 1st.  Going further from the achievements during the Romanian Presidency, Finland will show another remarkable leadership that will help the EU to overcome the difficulties it currently faces, and further advance integration through dialogue and cooperation.

Before I conclude, I would like to take this opportunity to acknowledge with great appreciation the current state of Korea’s Strategic Partnership with Romania, which was established in 2008. The Foreign Ministers’ meeting held in Seoul last November on the occasion of the 10th anniversary of the establishment of our Strategic Partnership provided a new impetus for the continued strengthening of our bilateral cooperation.  Next year, we will be celebrating the 30th anniversary of the establishment of diplomatic relations between Korea and Romania. All these milestones will create a renewed momentum to upgrade our relations to a higher level in the years to come. 

Offering, once again, my sincere congratulations on Romania’s successful completion of the Presidency of the EU, and reiterating my appreciation for the strong state of the Korea-EU and Korea-Romania Strategic Partnerships, I pray for the enduring prosperity and bright future of Romania and the European Union and our everlasting friendship. 이태호 제2차관, 루마니아 EU 의장국 수임 종료 리셉션 축사

‘미하이 치옴펙' 주한루마니아대사님,
주한대사님들과 내외 귀빈 여러분,

안녕하십니까.

루마니아의 유럽연합(EU) 이사회 의장국 수임이 성공적으로 마무리된 것을 축하하는 뜻깊은 행사에 여러분과 함께 하게 된 것을 기쁘게 생각합니다. 저를 이 자리에 초대해 주신 ‘치옴펙’ 대사님께 감사드리며, 지난 6개월 간 루마니아가 EU 의장국으로서 이룩한 업적에 대해서도 진심어린 축하를 전합니다.

루마니아가 2007년 EU에 가입한 이후로 EU 이사회 의장국 수임은 이번이 처음인 것으로 알고 있습니다. 루마니아가 의장국을 맡은 금년 상반기는  ▲브렉시트 협상 ▲2021-2027 중장기 재정계획 논의, ▲난민 문제 ▲유럽의회 선거 등 EU 내에 참으로 다사다난했던 기간이었습니다.

이러한 상황에도 불구하고 루마니아는 더욱 강하고 단결된 유럽을 만들고자 “화합, 유럽의 공동가치”라는 구호 아래, 의연하게 금년 1월 EU 의장국 임기를 개시하였습니다. 지난 6개월 동안, 루마니아는 정무, 경제, 문화 및 국제문제와 관련된 수많은 심도 있는 협의를 조정해 오는 데 있어 지칠 줄 모르는 리더십을 발휘하였습니다. ‘치옴펙’대사님께서 방금 말씀하시기를 이러한 협의회가 1,760회나 있었다고 합니다.

이러한 노력의 정점은 지난 5월 9일 루마니아 시비우에서 개최된 EU 비공식 정상회의였습니다. EU 정상들은 공동의 미래에 대해 논의하고, 보다 강한 EU를 만들기 위한 10가지 공약을 담은 「시비우 선언」을 채택하였습니다. 루마니아가 첫 의장국 역할을 성공적으로 완수한 데 대해 찬사를 보냅니다.

또한 루마니아의 의장국 수임 기간 동안 민주주의와 시장경제, 인권존중 등 공동의 가치에 기반한 한국과 EU의 전략적 동반자 관계가 더욱 강화되어 왔다는 것도 말씀드리고 싶습니다.

정무 분야에서는 금년 2월 『뮌헨안보회의』 계기 개최된『한-EU 외교장관회담』와 같은 달 서울에서 개최된 『제5차 한-EU 고위정치대화』 등 한국과 EU 간 고위급 교류가 더욱 활성화 되었습니다.

EU는 지난 6개월 동안 한반도의 항구적 평화와 완전한 비핵화를 위한 우리 정부의 노력에 변함없는 지지를 보여주었으며, 양측은 한반도 문제와 관련하여 긴밀히 공조해 왔습니다. EU의 「비판적 관여」 정책은 우리 정부의 대북 정책과 일맥상통하며, 북한을 대화 테이블로 지속적으로 유도하는 우리의 노력에도 크게 기여하였습니다. 한국의 굳건한 동반자인 EU가 한반도 평화프로세스를 향해 보내는 지속적이고 확고한 지지는 매우 소중합니다. 앞으로도 북한 문제에 있어 한국과 EU 간의 긴밀한 협력을 기대합니다.

한-EU 간 경제협력에도 최근 많은 성과가 있었습니다. 2018년 한-EU 정상회담의 후속조치로 『제1차 중소기업 고위 정책대화』가 올 2월 서울에서 개최되었습니다. 이는 한국과 EU의 중소기업들이 양측 시장에 진출하여 양질의 일자리를 창출하는 것을 지원한다는 점에서 매우 뜻 깊은 행사입니다. 또한 『정보통신기술(ICT) 및 디지털경제 고위 정책대화』를 개시하기 위한 협력이 이루어지고 있으며, EU의 「개인정보보호법」 틀 내에서 한국과 EU 양측은 국경 간 안전한 데이터 이동을 실현하기 위해 긴밀히 협력해왔습니다.

7월 1일부터 핀란드가 차기 EU 이사회 의장국을 수임할 예정입니다. 핀란드도 루마니아가 의장국으로서 달성한 성과를 발판으로, 현재 EU가 당면한 어려움을 극복하고, 대화와 협력을 통해 유럽 통합을 더욱 심화시키는 데 탁월한 리더십을 보여줄 것으로 확신합니다.

끝으로 이 자리를 빌어 2008년에 맺은 한-루마니아 전략적 동반자 관계에 대해서도 높이 평가하고자 합니다. 전략적 동반자 관계 수립 10주년을 기념하여 작년 11월 서울에서 개최된 한-루마니아 외교장관회담은 양국 관계의 지속적 발전에 새로운 활력을 불어넣었습니다. 내년에 양국은 외교관계 수립 30주년을 맞이하게 됩니다. 이러한 중요한 계기들은 앞으로 양국 관계를 한 차원 더 도약시키는 데 있어 새로운 추동력이 될 것입니다.

루마니아가 EU 의장국 수임을 성공적으로 완수한 것을 다시 한번 축하드리며, 한-EU와 한-루마니아 간 굳건한 전략적 동반자 관계를 높이 평가합니다. 루마니아와 EU의 지속적인 번영과 밝은 미래, 그리고 우리의 영원한 우정을 진심으로 기원합니다. 고맙습니다.
