Congratulatory Remarks
by H.E. Cho Tae-yul, Vice Foreign Minister
at the 6th Korea-ASEAN Center Annual Council Meeting

Distinguished Guests, Ladies and Gentlemen,

It is a great pleasure for me to meet all of you on this special occasion of the 6th Korea-ASEAN Center Annual Council Meeting. I would like to thank you for inviting me to this meaningful event. I also want to express my appreciation to Ambassador Chung, Secretary-General of Korea-ASEAN Center, and his staff for their hard work to successfully organize this meeting.

(Rapid Growth of ASEAN and Korea-ASEAN Relations)

As my first overseas assignment as a diplomat started in Thailand in 1984, I have been watching with keen interest, and deeply moved by, the remarkable growth of ASEAN and Korea-ASEAN relations over the past three decades.

Back in 1984, ASEAN was undergoing enormous changes. As a regional entity, which was launched in a need for the non-communist states in Southeast Asia to band together in 1967, ASEAN started to accelerate its regional integration in the late 1980s when the Cold War was drawing to a close. And 17 years after its formation, ASEAN accepted Brunei as its new member, while contributing to peaceful resolution of civil war in Cambodia.

In the 1990s, ASEAN displayed great potential as a regional bloc by embracing Vietnam, Laos, Myanmar and Cambodia, overcoming their ideological conflicts and confrontations in the past. This would not have been possible without a strong belief in their identity as the Southeast Asians who are known to pursue harmony and peace in diversity.

On the eve of the formation of the ASEAN Economic Community (AEC) in 2015, “ASEAN is enjoying a golden period” as The Economist put it in its special edition in 2012. Some say that the launch of AEC will be a game-changer that will transform ASEAN's integration both qualitatively and quantitatively. Some anticipate that the economic and cultural diversity, which were pointed out as obstacles in the past, will now pave the way for a stronger synergy effect in the region.

I myself am a big believer of ASEAN’s bright future. Last November in Jakarta, I chaired a meeting of heads of Korean diplomatic missions in all ASEAN member states. All the ambassadors who attended the meeting shared my optimism and, being encouraged by dynamic growth of ASEAN, called for a more active diplomacy to build a stronger partnership with ASEAN.

Today, ASEAN is Korea’s second largest trading partner and the number one investment destination. It is also a region that 4 million Koreans visit every year. The Korea-ASEAN FTA -- Korea’s first FTA with a large economic bloc -- led to a rapid increase in our bilateral trade. Next year, our two-way trade volume is expected to reach 150 billion U.S. dollars. With further trade liberalization, the volume will presumably expand to 200 billion U.S. dollars by 2020.

In the political and diplomatic areas as well, cooperation between Korea and ASEAN has grown to new heights in terms of both scope and depth, thanks to our increased economic exchange. In particular, at the Korea-ASEAN Summit held on the 9thof October last year, it was agreed to set up a security dialogue channel between Korea and ASEAN, the first ever between ASEAN and its dialogue partners. Moreover, later this year, the Korea-ASEAN special summit will be held in Korea to celebrate the 25th anniversary of the dialogue relationship. President Park Geun-hye, who outlined her vision for the Korea-ASEAN relations as “a partnership of trust and happiness,” is committed to further strengthening the diplomatic relations with ASEAN throughout her presidency.

Distinguished Guests, Ladies and Gentlemen,

Over the past five years, Korea-ASEAN Center has played a catalytic role in promoting exchange and cooperation between the businesses and peoples of our two sides by carrying out a number of programs in the areas of trade and investment, culture and tourism as well as exchange of youth and journalists.

The Center has greatly contributed to promoting bilateral trade by organizing programs for exchange of trade missions and providing them with opportunities to participate in investment fairs or visit industrial facilities, which in turn helped facilitate connecting producers and exporters in ASEAN with buyers in Korea. The Center has also contributed to promoting cultural exchange by holding the ASEAN Culture and Tourism Fair jointly organized with the Jeonju International Sori Festival and the Andong International Maskdance Festival.

The Korean Government has been actively supporting these and other efforts of the Center to promote people-to-people contacts and exchanges between our two sides. And we will continue to work hard to win the hearts of the ASEAN people through active public diplomacy, which has been gaining traction thanks to the Korean wave created by K-pop and Korean dramas.

According to a proverb in Indonesia, “tamarind from the mountain and salt from the sea meet in the cooking pot.” It may seem unlikely that tamarind and salt would form a connection given their distance, but they eventually came together to create an aromatic dish. Likewise, public diplomacy is about narrowing the distance between our two peoples and promoting harmony. I am confident that all of you present here today will continue to play an important role as key players for such a public diplomacy in close cooperation with your respective governments and ours as well as the Korea-ASEAN Center.

The Korean Government attaches a great importance to the special summit to be held later this year to commemorate the 25th anniversary of the Korea-ASEAN dialogue relationship. We are working hard to make it a very special event which will contribute to deepening trust with ASEAN as a strategic partner and work out a blueprint for an era of shared happiness, amid the rapidly changing international environment.

I sincerely hope that the diverse and creative ideas presented at this Council meeting will be translated into concrete projects that will further upgrade the Korea-ASEAN partnership. I look forward to a successful Council Meeting.

【ASEAN과 한-ASEAN 관계의 급속한 성장】

1984년 태국에서 외교관으로서 첫 해외근무를 했던 저로서는 그간 ASEAN의 성장과 한-ASEAN 관계의 눈부신 발전을 남다른 관심을 갖고 지켜 보아왔습니다.

1984년 당시 ASEAN은 큰 변혁기에 있었습니다. 1967년 동남아시아 지역 非공산권 국가들 간의 연대 필요성에 기초하여 출범한 ASEAN은 냉전이 저물어가던 1980년대 후반부터 역내 통합에 박차를 가하기 시작했습니다. ASEAN은 출범 17년 만에 브루나이를 신규회원국으로 가입시켰으며, 이후 캄보디아 내전의 평화적 해결에도 기여하였습니다.

1990년대에는 과거 이념의 대립과 갈등을 극복하고 베트남, 라오스, 미얀마, 캄보디아를 새로운 회원국으로 끌어안음으로써 역내 통합체로서 ASEAN의 큰 잠재력을 보여주었습니다. 다양성 속에서 조화와 평화를 추구하는 동남아人의 정체성에 대한 굳은 신념이 없었다면 불가능한 일이었을 것입니다.

2015년 ASEAN 경제공동체(AEC) 출범을 앞두고 Economist紙는 2012년 특집판에서 ‘ASEAN이 지금 황금기를 구가하고 있다’고 보도한 바 있습니다. 혹자는 AEC 출범이 ASEAN의 통합을 양적․질적으로 변모시킬 대 전환(game-changer)이 될 것이며, 그간 장애요인으로 지적되던 경제․문화적 다양성이 오히려 강력한 시너지 효과를 낳을 것으로 전망하고 있습니다.

저 역시 ASEAN의 밝은 미래를 확신하고 있습니다. 작년 11월, 저는 자카르타에서 ASEAN 지역 공관장 회의를 주재하였습니다. 이 회의에 참석한 ASEAN 회원국 주재 한국 대사들도 모두 역동적인 ASEAN의 발전상에 한껏 고무되어 있었고, ASEAN과의 파트너십 강화를 위해 보다 적극적인 외교를 주문하였습니다.

오늘날 ASEAN은 한국의 제2위 교역 대상국이며, 제1위 투자 대상지가 되었습니다. 연간 400만 명의 한국인이 찾는 곳이기도 합니다. 한국이 체결한 최초의 거대경제권과의 FTA였던 한-ASEAN FTA로 인해 양측의 교역은 급속히 증가하여 내년도에는 교역규모 1,500억불을 바라보고 있습니다. 추가 무역자유화가 실현될 경우 2020년에는 2,000억불로 확대될 것으로 예상되고 있습니다.

이러한 경제 교류 확대에 힘입어, 정치․외교 분야에서의 한-ASEAN 간 협력도 그 범위와 깊이에서 꾸준히 발전을 거듭하였습니다. 특히 지난 해 10월 한-ASEAN 정상회담에서는 ASEAN 대화상대국으로서는 처음으로 한-ASEAN 안보대화를 신설키로 합의하였고, 대화관계 수립 25주년을 기념하는 한-ASEAN 특별정상회의를 금년에 한국에서 개최키로 하였습니다. 한-ASEAN 관계를 「신뢰와 행복의 동반자 관계」로 규정하신 박근혜 대통령께서도 임기 내내 아세안과의 외교관계를 한층 더 강화시키겠다는 확고한 의지를 갖고 계십니다.

【한-ASEAN 센터의 역할과 기여】

내외 귀빈, 신사 숙녀 여러분,

지난 5년간 한-ASEAN 센터는 무역․투자, 문화․관광, 청소년․언론인 교류를 망라한 다양한 프로그램을 통해 양측 기업과 국민 간 교류협력에 촉매제 역할을 수행하여 왔습니다.

무역 사절단 프로그램을 통해 한국 바이어들과 ASEAN의 생산․수출업자와의 만남을 주선하는가 하면, 투자 박람회 참가 및 산업 시설 방문 기회 제공을 통해 무역창출에도 기여하였습니다. 아울러 아세안 문화 관광박람회(ASEAN Culture and Tourism Fair)를 전주 국제 소리축제와 안동 탈춤축제와 연계하여 개최함으로써 쌍방향 문화 교류에도 기여하였습니다.

우리 정부는 양 국민 간 교류증진을 위한 한-ASEAN 센터의 노력을 적극 지원해 왔습니다. 최근 K-pop과 한국 드라마 등 한류로 조성된 모멘텀을 살려 더욱 강화된 공공외교를 통해 ASEAN 국민들의 마음을 얻는 데에도 노력을 아끼지 않을 것입니다.

인도네시아에는 ‘바다의 짠 맛과 산의 신 맛이 한 냄비에서 만난다’는 속담이 있습니다. 서로 멀리 떨어져 인연이 없을 것 같지만, 한데 어우러져 향기로운 음식을 만들어내듯이, 양 국민 간 거리를 좁히고 조화를 도모하는 것 자체가 공공외교입니다. 여기 모이신 여러분 모두 양측 정부와 한-ASEAN 센터와 함께 그러한 공공외교의 주인공으로서 계속 중요한 역할을 맡아주실 것을 믿습니다.

내외 귀빈 여러분,

정부는 금년 말 개최 예정인 한-ASEAN 대화 25주년 기념 특별 정상회의에 큰 의의를 두고 있습니다. 급변하는 국제 환경 속에서 한국은 전략적 동반자로서 ASEAN과 더욱 신뢰를 쌓고, 함께 행복한 미래를 구상하는 특별한 자리를 마련코자 합니다.

오늘 이 자리에서 제시되는 다양하고 창의적인 의견들이 한-ASEAN 관계를 한 단계 끌어올리는 수많은 사업으로 발전되기를 기대하며, 금번 제6차 이사회의 성공을 기원합니다.
