 국문 요지I 

[인사 말씀]

 o 우리 정부가 주최하는 「민주주의 지역협력에 관한 국제회의」에서 개회사를 하게 되어 영광
  - 코스테아 루마니아 외교차관을 비롯, 초청에 응해 준 참석자들에게 감사

[전 세계 민주주의 현황]

 o Freedom House 보고에 따르면, 지난 수십년간 민주주의가 현저히 확산되었으나, 지난 5년간 전 세계 자유가 위축되고 있는 것이 현실
  - 2011년 보고서에 따를 때, 194개국중 147개국이 “자유”롭거나 “부분적으로 자유”로운 국가이며, 115개국이 “선거 민주주의”로 분류되나, 그 숫자가 지난 5년간 감소

 o 최근 중동ㆍ북아프리카 사태를 통해 보편적 가치로서의 민주주의의 희망을 보는 동시에, 인권 침해, 평화적 시위자 희생은 민주화 과정의 험난함을 상기
  - 우리가 전 세계 민주주의 증진에 자만할 수 없음을 일깨워 줌. 

[민주주의 지역협력 강화의 중요성]

 o 이러한 배경하에, 최근 민주주의의 증진과 공고화를 위한 국제적, 지역적 협력의 중요성 증대
  - 최근 코트디부아르 사태와 같이, 때로는 지역적, 국제적 협력이 민주주의 수립, 회복에 결정적인 역할 수행

 o 이와 관련, 아래의 이유로 특히 지역적 협력의 중요성을 강조하고자 함.

  - 첫째, 서로 유사한 역사적, 문화적 배경을 지닌 국가들이 경험과 모범관행 공유를 통해 서로에게 배우며 보다 성숙한 민주주의를 모색
   ㆍ 민주주의는 완성된 상태가 아닌, 끊임없이 변화하는 과정인바, 지역협력의 뒷받침이 민주주의 진전에 긴요

  - 둘째, 지역협력은 민주주의에 대한 위협이 발생했을 때 민주주의의 후퇴를 사전에 예방하고 억지하는 역할 수행
   ㆍ 테러리즘, 불관용과 극단주의, 조직범죄와 부패 등 민주주의의 위협은 초국경적인바, 공동의 대처가 효과적

  - 셋째, 민주주의 증진을 위한 지역협력은 역내 평화와 안정 및 경제적 발전에도 기여
   ㆍ 민주주의와 경제개발은 상호추동적 성격 보유
   ㆍ 민주국가들끼리는 분쟁과 갈등을 평화적으로 해결하려는 경향

  - 마지막으로, 정보통신기술의 발전은 더 이상 민주주의를 국가적 수준에서 생각할 수 없도록 함.
   ㆍ 인터넷, 트위터 등 SNS를 통한 정보의 실시간 전파는 민주적 가치도 급속히 확산시키고 있는바, 민주주의 증진을 위한 지역협력의 불가피성 증대

[민주주의 지역협력의 현황]

 o 세계 각지, 특히 유럽, 미주, 아프리카의 민주주의 증진을 위한 지역협력이 지속적으로 발전해오고 있음에 만족
  - 특히, 냉전 이후 동유럽 지역에서의 협력을 통한 민주주의 발전 평가

 o 아시아는 후발주자이나 최근 민주주의 지역협력에 대한 열의가 증가하고 있는바, 협력이 심화됨에 따라 아시아 민주주의 증진의 모멘텀이 더욱 강화되기를 희망

[북한의 상황]

 o 그러나, 북한이 여전히 전 세계에서 가장 독재적이고 권위적인 체제중 하나로 남아있음에 깊이 유감
  - 북한 주민들은 계속해서 정치적 억압과 인권 유린, 극심한 빈곤이라는 비참한 상황에 직면

 o 국제사회가 북한이 인권 상황을 개선하고 민주주의의 길로 들어서도록 도울 책임이 있다고 생각

[한국의 경험]

 o 한국은 불과 한 세대만에 시장경제에 기반한 경제성장과 민주주의를 동시에 달성한 모범사례로 평가됨. 민주화 과정에서 역경에 직면하기도 했지만, 어떠한 장애물도 민주주의라는 숭고한 목표를 향한 우리의 굳은 의지를 꺾지 못하였음.
  - 우리는 오늘날 향유하는 민주주의를 매우 소중하게 여기고 있으며, 이를 더욱 공고화하기 위해 지속적으로 노력할 것

 o 동시에 한국은 민주주의를 위한 지역적, 국제적 협력 과정에서 더욱 큰 역할을 담당하기 위해 노력중
  - 2008년이래 「아ㆍ태 민주주의 협력체(APDP)」의장을 수임중이며, 「발리민주주의포럼」과도 적극 협력하여, 이명박 대통령이 작년 제3차「발리민주주의포럼」을 유도요노 인도네시아 대통령과 공동으로 주재
  - 작년부터 루마니아와 함께 「민주주의 공동체(CD)」 지역협력 W/G의 공동의장 수임중

[맺음말]

 o 탄력성은 민주주의의 핵심적 특징중 하나이지만, 민주주의는 후퇴할 수도 있는 것이 사실인바, 지역ㆍ국제사회의 협력과 지원은 지속가능한 민주주의 발전에 매우 중요

 o 민주주의 지역협력을 이끌어가고 있는 국가와 지역ㆍ국제기구, NGO들이 참석한 금번 회의가 여러분의 지혜를 모으고 민주주의 증진의 결의를 다지는 계기가 되기를 희망  /끝/

Distinguished Participants,
Ladies and Gentlemen,

It is a great honor for me to deliver an Opening Statement at this International Conference on the Strengthening of Regional Cooperation to Promote Democracy hosted by the Korean Government.

I would like to extend my special thanks to H.E. Doru Costea, State Secretary for Global Affairs of the Ministry of Foreign Affairs of Romania, who has traveled all the way from Bucharest to co-chair today’s meeting. I also wish to express my sincere appreciation to all the participants for graciously accepting the invitation to attend this Conference.

Ladies and Gentlemen,

The remarkable spread and consolidation of democracy around the world in the last couple of decades has indeed been notable. According to the Freedom House Report this year, 147 countries out of 194 are considered to be "free" or "partly free" and 115 countries are assessed as electoral democracies. Regrettably, however, the same report also finds that global freedom suffered its fifth consecutive year of decline, with a drop in the number of "free" countries and electoral democracies.

We can see a glimmer of hope for democracy as a universal value in the current situation in the Middle East and North Africa. At the same time, however, continuing reports of the violation of human rights and the loss of the lives of peaceful protesters serve as a stark reminder to us of how arduous the path of democratization is. It serves as a wake-up call for all of us never to be complacent with the progress in democracy around the world.

Significance of Regional Cooperation to Promote Democracy

It is against this backdrop that regional and international cooperation to promote and consolidate democracy has been assuming increasing significance in recent times. In certain circumstances, regional and international cooperation even prove to be vital in the establishment or restoration of democracy in the country concerned. The situation in Cote d’Ivoire stands as a case in point.

In this regard, I would like to invite your particular attention to the importance of regional cooperation for the following reasons.

First, through the exchange of experience and best practices, countries with similar historical and cultural backgrounds can learn from each other, helping each other to move towards even more mature and thriving democracies. Democracy is not a static or accomplished "state", but a constantly changing "process". It is therefore vital that the development of democracy in a country continue to be supported and facilitated by regional dialogue and engagement.

Second, regional cooperation enables us to preempt or deter the retreat of democracy when a threat to democracy occurs. Most threats to democracy, such as terrorism, intolerance and extremism, organized crime and corruption, know no national boundaries. What we have often found is that it is common and coordinated responses which prove to be effective.

Third, regional cooperation for the promotion of democracy leads not only to the advancement of democracy itself, but to peace and economic development in the region. There is wide recognition that democracy and economic development are mutually reinforcing. And in reflecting upon the relation between democracy and peace, it is important to bear in mind the view that democratic countries are more likely to resolve conflict peacefully.

Last, with the development of information and communication technology, it is no longer appropriate to think of democracy at the domestic level. As SNS, such as Twitter and Facebook, prompt the instant propagation of information around the world, democratic values are also spreading rapidly across borders. Consequently, cooperation with neighboring countries in the promotion of democracy is becoming increasingly inevitable.

Overview of Regional Cooperation to Promote Democracy

In this regard, it is with great satisfaction that I note the sustained development of regional cooperation for the promotion of democracy around the world, especially in Europe, the Americas and Africa. In particular, the democratic progress in Eastern Europe through regional cooperation, since the end of the Cold War, has been remarkable.

Whilst it may be that Asia is something of a late-starter in seeking regional cooperation for democracy, it is true also that there has been a growing enthusiasm for the development of regional cooperation in recent years. It is my sincere hope that as we deepen our bonds of cooperation this shall generate even stronger momentum for democratic advances in Asia.

Situation in North Korea

It is deeply regrettable, however, that North Korea still remains one of the most dictatorial and authoritarian regimes in the world. And the people in North Korea continue to face dire situations, suffering political oppression, human rights violations and extreme poverty. I believe that the international community has responsibility to help North Korea improve its human rights situation and take the path of democracy.

Korea’s Experience

Ladies and Gentlemen,

The Republic of Korea is often cited as a model case of achieving democracy and economic growth based upon a free-market economy at the same time, in a single generation. We did indeed encounter adversity on the path to democracy, but these hurdles never stopped us in our determined pursuit of the noble goal of democracy. We cherish the democracy we enjoy today and will continue to strive for its further consolidation.

At the same time, the Korean Government is seeking to play an even greater role in the regional and international cooperation for democracy. We have been chairing the Asia-Pacific Democracy Partnership since 2008 for the promotion of democracy in the Asia-Pacific region. We are also actively pursuing strengthened cooperation with the Bali Democracy Forum. Last year, H.E Lee Myung-bak, President of the Republic of Korea, co-chaired the Third Forum with H.E. Susilo Bambang Yudhoyono, President of Indonesia. As part of the efforts to contribute to the regional and inter-regional cooperation for democracy we have also been co-chairing the Community of Democracies Working Group on Regional Cooperation with Romania since last year.

Closing

Ladies and Gentlemen,

While resilience is one of the key features of democracy, it is undeniable that democracy is not irreversible. The full support and cooperation of the regional and international community are therefore invaluable for the sustainable development of democracy.

I am much encouraged to see today an array of participants from countries, regional and international organizations and NGOs leading the regional and international efforts to promote democracy. It is my sincere hope that this Conference does indeed provide you all with a valuable opportunity to pool your wisdom.  I trust that all of you will leave with an even stronger determination to unite in your efforts for the noble cause of democracy.
