Excellencies, Distinguished Guests and Participants,

I feel privileged to be here at this lovely celebration of the 20^th anniversary of the trilateral cooperation and would like to extend my heartfelt congratulations to the Trilateral Cooperation Secretariat on holding this meaningful event.

This event certainly provides us with an opportunity to look back and reflect upon the value and meaning of the achievements the Trilateral Cooperation made over the last two decades.

Among other photos, our attention is drawn to the photo that captures the moment of the historic launch of the Trilateral Cooperation.  It was twenty years ago, in 1999.  For the first time in history, the leaders of Korea, Japan and China had a breakfast meeting on the occasion of the ASEAN+3 Summit in Manila. They confirmed their shared vision – a vision for a peaceful and prosperous future for our three countries that will be built through enhanced cooperation.

Over the past 20 years since then, there have been ups and downs on our common journey toward this vision. However, the Trilateral Cooperation, as a solid regional platform for peace and cooperation, has not only deepened and broadened the areas of our joint efforts but indeed made great advances in terms of institutionalizing our cooperation and consolidating the habit of dialogue.

The first stand-alone Trilateral Summit was held in 2008. The Trilateral Cooperation Secretariat, which serves as an institutional standing framework for our trilateral cooperation, was established in 2011.  As we stand now, there are about 70 inter-governmental consultative bodies operating in various fields, including political, economic, social areas and sustainable development.  And there are a considerable number of projects for cooperation, ranging from trade and investment to disaster management to arctic cooperation.

Distinguished Guests,

At this age of maturity of the Trilateral Cooperation, we stand to renew the ambitious vision our leaders so ardently shown 20 years ago. The three countries have a manifest destiny to create a new era of cooperation.  We renew our leaders’ commitment to making further efforts toward deepening and broadening our cooperation.  It may be important to expand the scope of our cooperation and increase the number of our cooperation projects.

More importantly, however, our renewed cooperation should be based solidly on mutual trust and understanding among our peoples.  Promoting people-to-people exchanges will further consolidate the foundation of trilateral cooperation.  We can tap the momentum of the series of Olympic Games – the 2018 Pyeongchang, 2020 Tokyo, and 2022 Beijing Olympics.

The exchanges among youth, including academic exchanges, are also essential, because they are the one who will lead our future. The CAMPUS Asia program certainly has an important role to play in this regard.

Based on the confidence built among our peoples, three countries share a responsibility to establish permanent peace on the Korean Peninsula and indeed in Northeast Asia. A Northeast Asian multilateral peace and security system is something that our three countries are to work together to build eventually. 

Where peace is assured, common economic prosperity is also guaranteed. The three countries are committed to building a free and open trade and investment regime in the region.  We should make greater efforts to accelerate the on-going negotiations on the Trilateral Free Trade Agreement. 

In the process of enhancing trilateral cooperation, the role of the Trilateral Cooperation Secretariat cannot be overemphasized. My government is committed to continue to render its support to the TCS in further deepening and institutionalizing the trilateral cooperation.

Distinguished guests,

Peoples in Korea, Japan, and China have lived from time immemorial, constantly interacting as the closest neighbors.  We are, therefore, supposed to remain natural partners of great importance to each other.

Today’s photo exhibition reminds us, once again, that the governments of our three countries have a shared responsibility to work together to bring a brighter, prosperous future for our people and enable peace to take deep root in our part of the world.

Before I conclude, I would like to convey my deepest and most sincere gratitude to Secretary-General LEE and the other two Deputy Secretaries-General whose term comes to an end this coming August. We will all remember the untiring efforts you have put in for the advancement of the trilateral cooperation over the last 2 years at the Secretariat.

내외 귀빈 여러분,

한일중 3국 협력 20주년을 기념하는 이 자리에 함께하게 되어 영광이며, 3국협력사무국이  3국협력 20주년 기념 사진전」을 개최하게 된 것을 진심으로 축하드립니다.

이 사진전은 진실로 20년간 3국 협력이 달성한 성과의 가치와 의미를 되돌아 볼 수 있는 기회를 주고 있습니다.
 
여러 사진들 중 가장 눈에 띄는 것은 3국 협력이 탄생하게 된 역사적인 순간을 담은 사진입니다. 20년전 1999년이었습니다. 역사상 최초로 한일중 3국 정상은 마닐라에서 개최된 ASEAN+3 정상회의 계기에 조찬 회동을 가졌습니다. 3국 정상은 발전된 3국 협력을 통한 평화와 번영의 미래라는 비전을 재확인했습니다.

그 때부터 20년간 이 비전을 향한 길목에서 고난과 역경을 겪을 때도 있었습니다만, 3국 협력은, 역내 평화와 협력을 위한 견고한 지역 협력 플랫폼으로서, 공동 협력이 필요한 분야에서 협력의 지평을 넓히고 심화시켰을 뿐만 아니라 협력의 제도화와 대화의 관행을 확립시키는 데에 큰 진전을 이끌어냈습니다.

3국 간 별도 정상회의가 2008년 개최되었습니다. 3국 협력 제도화의 틀을 담당하고 있는 3국협력사무국이 2011년 서울에 설립되었습니다. 그리고 현재, 정치, 경제, 사회 그리고 지속가능한 개발 등 다양한 분야에 걸쳐 약 70여개의 3국 정부 간 협의체가 있습니다. 또한 무역, 투자, 재난관리, 북극협력에 이르기 까지 상당한 수의 3국 협력 프로젝트를 진행중입니다.

내외 귀빈 여러분,

3국 협력이 성숙해진 이 시점이야 말로 20년 전 우리의 지도자들이 열렬하게 보여줬던 비전을 새로 그려야 할 때입니다. 3국은 3국 협력의 새 시대를 만들 명백한 사명이 있습니다. 3국 협력의 범위를 넓히고 협력 프로젝트의 수를 늘리는 것은 중요합니다.

특히 새로운 협력은 3국 국민들 간의 상호 신뢰와 이해를 기반으로 해야 합니다. 인적 교류 활성화를 통한다면 3국 협력의 기반을 더욱 탄탄히 다질 수 있을 것입니다. 2018년 평창, 2020년 도쿄, 2022년 베이징으로 이어지는 올림픽 개최를 적극 활용하여야 합니다.

교육 교환 프로그램을 포함, 청년들의 교류는 필수적이며 왜냐하면 그들이야 말로 우리의 미래를 이끌어 나갈 것이기 때문입니다. 이러한 맥락에서 캠퍼스 아시아 프로그램은 중요합니다.

3국 국민들 간의 신뢰에 기초해서 한일중 3국은 한반도 그리고 동북아에 항구적인 평화를 세울 책임이 있습니다. 동북아 다자안보공동체는 우리 3국이 궁극적으로  실현할 목표입니다.

평화가 보장된 곳에 공동의 경제 번영이 보장됩니다. 3국은 역내 자유롭고 개방된 무역과 투자 레짐을 형성하는데 헌신하고 있습니다. 우리는 현재 진행되고 있는 한일중 FTA 협상 가속화를 위해 노력해야 합니다.

이렇게 3국 협력이 확대되는 과정에서 3국 협력사무국의 역할이 매우 중요하다고 해도 과언이 아닙니다. 앞으로도 우리 정부는 3국협력사무국이 한일중 협력의 제도화의 심화 하는 과정을 적극 지원해 나가고자 합니다.

3국은 태곳적부터 같이 살았으며 지속적으로 가장 가까운 이웃으로서 상호교류 했습니다. 따라서 우리는 서로에게 중요한 파트너로 남아있어야 합니다.

오늘의 전시는 3국 국민들의 삶을 향상시키고, 평화를 증진시키기 위해 우리 한일중이 다양한 협의체를 통해 머리를 맞대고 긴밀히 협력해나가야 한다는 사실을 다시 한번 일깨워줍니다.

끝으로 지난 2년간 사무국에서 3국 협력의 제도화 및 발전을 위해 끊임없는 노력과 큰 기여를 해주신 오는 8월 임기를 마치시는 이종헌 사무총장님을 비롯한 제4대 사무총장단께 깊은 감사의 말씀을 드립니다.
