Congratulatory Remarks of H.E. Mr. Lee Taeho

Vice Minister of Foreign Affairs

on the occasion of the VWP 10th Anniversary Event

Distinguished Guests,

Ladies and gentlemen,

I would like to begin by saying loudly “thank-you very much”

to Ambassador Harris for holding this magnificent reception in celebration of

the 10th Anniversary of Korea’s inclusion as a partner country of the Visa Waiver Program.

I would also like to express my appreciation to Commissioner Cha

and all the distinguished guests for joining us here today.

It is my great pleasure to be here at this lovely celebration.

And I am delighted to note that the Visa Waiver Program has operated very well over the last decade since Korea acquired the status of a designated country in 2008.

 I take this opportunity to commend all those who have played their own valuable part in this achievement.

All of us here today are entitled to congratulate ourselves on that.

Active economic interactions and enhanced people-to-people exchanges are generally the very foundations for strong relations between any countries in the world. Like the KORUS FTA, which removed barriers in the trade in goods and services between our two countries, the Visa Waiver Program facilitated the movement of people between our two countries. In this context, together with the KORUS FTA, the VWP has served as an important vehicle for further strengthening the alliance Korea and the United States enjoyed over many decades.

More than 10 years ago, Korea and the United States lowered the threshold of the borders by agreeing on the Visa Waver Program. The United States is no longer seen as a far-off country which is hard to visit, but as a trusted neighbor to Koreans. The scale of exchanges of people between the two countries has nearly doubled in just ten years, from one point three million to two point three million.

Having been signed in 2007 and entered into effect in 2012, the KORUS FTA followed a similar path in terms of its effect and has led to a significant increase in the bilateral trade from a hundred billion US dollars in 2012 to a hundred and thirty billion US dollars last year.

I believe that this removal of barriers to the movement of people as well as goods and services between our two territories, as promoted by the VWP and KORUS FTA, will continue to constitute a solid basis for our alliance.

I understand that the US government is currently in the process of reviewing the renewal of the status of Korea as a designated country in accordance with its periodic review procedure.

Over the past ten years Korea’s status under the VWP was renewed three times without any hitch. The two governments have indeed showcased their excellent coordination by putting the joint work it takes to achieve the objectives of this program.

As previously, the Korean government will render its full cooperation to facilitate this review process.

As a matter of fact, the current overstay rate of Koreans in the United States, 0.37%, is among the lowest of the 38 participating countries.

Korea has a plan to upgrade passport security one step further by introducing by next year a next generation passport design with yet more advanced anti-forgery technologies.

The partnership between the two countries will further advance with the full implementation of the Preventing and Combating Serious Crime Agreement on which both governments are working now.

I very much hope for another positive outcome from this review.

No doubt, the Visa Waiver Program will continue to play an essential role in fostering the goodwill and cooperation between our peoples. Indeed, the program will stand as an abiding symbol of our friendship.

With this as a firm basis, our ironclad alliance will continue to remain robust and solid and surely be further cemented.

Later today and tomorrow in Vietnam, President Trump will meet with Chairman Kim of North Korea. Following the remarkable US-DPRK Summit in June 2018, which no one could ever have envisaged, Korea and the United States have worked together towards the complete denuclearization of North Korea and the establishment of a permanent peace on the Korean Peninsula.

All this joint work was made possible by the strong Korea-US alliance, which is in turn buttressed by our human bondage as envisaged by the Visa Waver Program.

Ladies and gentlemen, Hoping that celebratory receptions like this one today will continue to be held over the next 10, 20 years,

I would once again like to extend my words of congratulations to all of you and express my special gratitude

to Ambassador Harris,

Commissioner Cha,

and all the distinguished guests here today.

먼저 한국의 미국 비자면제 프로그램(VWP) 가입 10주년을 기념하기 위해 이처럼 성대한 축하행사를 준비해주신 해리스 주한미국대사님께 감사의 말씀을 드립니다.

또한 오늘 행사에 참석해주신 차규근 법무부 출입국 외국인 정책 본부장님 등 내·외빈 분들께도 감사의 말씀을 드립니다.

2008년 한국이 가입국 지위 획득 후 VWP가 10년 동안 잘 운영되어 온 것을 매우 기쁘게 생각합니다.

이 자리를 빌어 이를 위해 힘써준 양국 관계자 여러분께 사의를 표합니다.

일반적으로 양국의 긴밀한 관계는 활발한 경제 교류와 강화된 인적 교류에 기초합니다. 한-미 양국간 상품무역의 장벽을 제거한 한-미 FTA처럼, Visa Waiver Program 또한 양국 국민의 왕래를 촉진하고 있습니다. 이러한 맥락에서, 한-미 FTA와 함께 VWP는 한-미 양국이 지난 오랜 기간동안 향유한 동맹 관계를 더욱 강화하는데 중요한 역할을 수행하고 있습니다.

한국과 미국이 VWP를 통해 상호 국경의 문턱을 낮춘지도 벌써 10년이 되었으며, 한국인들에게 미국은 더 이상 가기 힘든 나라가 아닌 더욱 가깝고 친밀한 나라로 인식되고 있습니다. 양국 국민간 인적교류는 10년 만에 130만명에서 230만명으로 무려 두배 가까이 증가가 되었습니다. 2007년 서명하여 2012년 발효한 한-미 FTA 또한 양국간 효과성의 측면에서 유사한 결과를 이끌어내고 있습니다. 양자무역은 2012년 1000억 달러에서 2018년 1300억 달러로 크게 증가시켰습니다.

저는 FTA와 VWP를 통한 상품무역과 인적교류 장벽의 제거의 효과가 계속하여 한-미 동맹관계의 기반을 강화할 것이라 믿습니다.

현재 미국 정부는 한국의 비자면제 프로그램(VWP) 가입국 지위 연장을 심사 중인 것으로 알고 있습니다. 한국의 VWP 이행에 대한 적극적 노력, 긴밀한 한-미 양국관계 덕분에 지난 10년 동안 큰 어려움 없이 한국의 가입국 지위는 세 차례나 연장되었습니다. 양국 정부는 동 프로그램의 목적 달성을 위해 최적의 조정을 이루어 왔습니다.

이전과 같이, 한국 정부는 미국 정부의 심사 절차가 원활하게 진행될 수 있도록 최선을 다해 협력할 것입니다.

한국은 현재 프로그램에 참가한 38개국 중 이미 낮은 수준인 0.37%의 불법체류율을 더욱 감소시키기 위해 노력할 것입니다.

또한 2020년 까지 위조 방지 기술이 추가된 차세대 여권을 도입하여 여권 보안을 더욱 강화할 것입니다.

현재 양국 정부가 함께 노력하고 있는 한미범죄예방증진협력협정 이행을 통해 양국의 파트너쉽은 한 단계 더 발전할 것으로 믿습니다. 이번 심사에도 저번과 같이 긍정적 결과가 나오길 기대합니다.

앞으로도 VWP는 한-미 양 국민 간 상호 우호협력관계를 더욱 공고하게 이어나갈 중요한 매개체로서 역할을 할 것이며 양국간 변함없는 우정의 상징이 될 것으로 생각합니다. 이를 기반으로 한-미동맹은 더욱 굳건해질 것으로 확신합니다.

마지막으로, 오늘과 내일 베트남에서 트럼프 대통령과 북한 김정은 위원장이 만납니다. 그 누구도 예상하기 어려웠던 북미정상회담이 2018.6월 개최된데 이어 한-미 양국은 더욱 강화된 동맹관계를 기초로 하여 핵 없는 한반도, 전쟁 없는 한반도를 이룩하기 위해 협력하고 있습니다.

이러한 협력은 VWP를 통해 강화된 양국민간 인적유대에 기초한 강한 한-미 동맹관계가 있었기에 가능했다 생각합니다.

오늘과 같은 기념행사가 10년 뒤, 20년 뒤에도 지속적으로 개최되길 희망하면서,
