Thank you Madam President,
The Republic of Korea (ROK) appreciates various initiatives taken by India in recent years to better promote and protect human rights in their country. Among others, we welcome the enactment of the Right to Education Act in 2009, which introduced a new fundamental right for free and compulsory education of children.
The ROK is also pleased to note that India extended a standing invitation to the Special Procedures Mandate Holders in September last year.
Another noteworthy progress is the introduction of the Protection of Women against Sexual Harassment at Workplace Bill in the Parliament of India, which covers both organized and unorganized sectors.
In line with this initiative, the ROK recommends India to withdraw reservations to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and to consider signing and ratifying the Optional Protocol to CEDAW.
Finally, we are concerned about the delayed process of ratifying the Convention against Torture and other Cruel, Inhumane or Degrading Treatment or Punishment (CAT) which India signed in 1997. While appreciating the continued commitment of India to ratify the Convention, the ROK recommends India to accelerate its domestic procedure for ratification including the adoption of the Prevention against Torture Bill by its Parliament.
