Steel Import Monitoring Programme of Korea
Notification of Introduction


Pursuant to Article 5 of the Agreement on Import Licensing Procedures, the Republic of Korea hereby submits a notification of G/LIC/N/2/KOR/1 concerning the automatic import licensing programme for certain steel products since the contact point for information and administrative body for submitting application have been changed. The remaining data contained in document G/LIC/N/2/KOR/1 are still valid.

(a) List and description of products subject to licensing procedures
The steel import licensing programme will cover 128 steel mill products. A full list of covered products identified by HSK number is attached.
(b) Contact point for information on eligibility

(c) Administrative body for submission of applications
Metals and Petrochemical Industries Division and Trade Policy Division, Ministry of Knowledge Economy (MKE). The licensing system is internet-based. Interested applicants are directed to the e-trade service website, http://www.aspline.or.kr.

(d) Date and name of publication where licensing procedures are published
The Public Notification of MOCIE (2006-125) was published on 27 November 2006, in the Electronic Gazette (16387). A copy is also available on the MKE website, http://www.mke.go.kr and on the Electronic Gazette website, http://gwanbo.korea.go.kr.

(e) Indication of whether the licensing procedure is automatic or non-automatic
The licensing procedure is automatic. Producers, importers or importing agents of products subject to Import Licensing may apply for a steel import licence through the e-trade service website, http://www.aspline.or.kr. Licences are issued immediately upon completion of the electronic application form. No fees are charged either for registering on the system or for applying and obtaining a licence. Applications for Import Licences can be filed beginning 30 days prior to the expected date of customs entry of products subject to Import Licensing and applicants shall fill out the import licence prior to completion of the customs import documentation.

(f) Administrative purpose of automatic licensing programme
The purpose of automatic licensing programme is to provide fast and reliable statistical data on steel imports to both the government and the public. It applies to 128 basic steel products coming from all countries and is not intended to restrict the quantity or value of imports.

(g) If non-automatic, indication of measure being implemented through licensing
Not applicable.

(h) Expected duration of the licensing procedure
From 1 January 2007 to 31 December 2009.
